Talents prosper the country,and industry prospers the country.At a time when the country calls for the vigorous development of the real economy,secondary vocational education,as an important component of vocational education,plays an important role in improving the quality of workers and serving the local characteristic economy and culture."Double qualified" teachers,as the backbone of the development of secondary vocational education,how their teacher team construction directly affects the quality of secondary vocational education,and to a certain extent,affects the quality of workers.Based on the importance and uniqueness of building a "double qualified" teacher team in practical teaching,talent cultivation,and job responsibilities,opportunities and challenges coexist.Therefore,having a high-quality "double qualified" teacher team will provide the most powerful guarantee for cultivating high-quality technical and skilled personnel and promoting the stable development of the regional economy.This study focuses on the construction of the "dual teacher" teaching team in vocational schools in X County and Y County.Using methods such as literature review,questionnaire survey,and interview survey,SPSS 26.0 and Amos 18.0 were used to systematically analyze the difficulties in the construction of the "dual teacher" teaching team from five aspects: teacher structure,teacher ethics construction,teacher training,assessment and evaluation,and incentive measures.The main manifestation is that the structure and source structure of professional titles are unreasonable,The number of times schools carry out moral education activities for teachers is relatively low,and the proactive awareness of teachers in participating in moral construction is relatively weak.There is a lack of hierarchical and classified onboarding training plans and a lack of sound and reasonable post employment training plans.The assessment and evaluation subject is single,the standards are general,and the content is one-sided,and material incentives are ignored and the spirit is fiercely lacking.At the same time,detailed attribution is made from the perspectives of government regulation(effective supervision,funding investment),social support(public awareness,corporate practice),school emphasis(recruitment standards,training plans,evaluation systems),and teacher autonomy(ideological motivation and task load).Finally,based on the practical difficulties and attribution of the construction of the "double qualified" teacher team,and with reference to theories such as teacher professional development theory,lifelong learning theory,humanistic management theory,and incentive theory,it is concluded that optimizing the introduction criteria for teachers and improving the overall quality of the teacher team can be achieved;Create a good atmosphere of teachers’ ethics and enhance the teachers’ moral quality;Implement scientific training plans to ensure the teaching quality of the teaching staff;Improve assessment and evaluation indicators to enhance the effectiveness of teacher training;Give full play to the role of incentive measures and stimulate the vitality of the teaching team,with a view to providing some experience and practical support for the current construction of "double qualified" teachers in secondary vocational schools.
