Research On The Collaborative Governance Path Of The Youth Football Reserve Talent Training System In Jiangxi Province

In September 2020,the Ministry of Education and other seven departments jointly issued the Action Plan for the Construction of the National Youth Campus Soccer Eight Systems,which pointed out that the cooperation pattern of "integrated design and integrated promotion" of campus football and youth training system should be accelerated,and excellent football competitive talents should be cultivated through football teaching,training and competition exploration.Actively encourage students with good football skills to develop into careers,broaden the access of football players to the football reserve talent echelon at all levels,and establish and improve the talent transfer mechanism that connects education,sports and society.In recent years,football in Jiangxi Province has also begun to carry out vigorously with the support of various policies.The football project has shown a thriving situation,but the rapid development has also gradually exposed the problems of the football talent training system and related governance levels.It is necessary to carry out collaborative governance of diversified reserve talent training institutions.Based on the analysis of the current situation and development dilemma of the football reserve talent cultivation mechanism in Jiangxi Province,this paper aims to deeply analyze the governance dilemma and the reasons for the formation of the dilemma of the football reserve talent cultivation mechanism in Jiangxi Province,and explore the new system and development governance path of the football reserve talent cultivation.This paper takes the football training institutions in Jiangxi Province(campus football,social youth training institutions,sports schools,professional football clubs)as the research object,and adopts the methods of literature,questionnaire,interview,field survey,mathematical statistics and other relevant research methods,randomly selects 33 campus football characteristic schools(3 in each city)selected in the past five years,and 5 sports schools that carry out football projects The 12 social youth training institutions and 1professional football club selected by Jiangxi Football Association within 3 years were selected as the respondents.To understand the basic situation of all football reserve talent training units in Jiangxi Province in all aspects,including the difficulties of each training unit at the level of policy implementation,institutional management,talent transfer,resource guarantee and cross-department integration,and analyze the causes of the difficulties according to the difficulties,and put forward the collaborative governance path of football reserve talents in Jiangxi Province in combination with the actual environment and governance status of football in Jiangxi Province.The research found that:(1)At present,Jiangxi Province lacks collaborative governance in the cultivation of football reserve talents,the training capacity of each training unit is limited,the management of each unit is flawed,the venue is limited,the source of students is insufficient,the loss of coaches is serious,the funds are insufficient,the teaching level is uneven,and the effective governance system is lacking.The cultivation of reserve talents lacks the main body and the sense of cooperation.(2)The difficulties faced by the cooperative management of football reserve talent cultivation include: the implementation of policies is not in place;There are loopholes in reserve talent management and lack of professional management personnel;The level of talent circulation is too single,and the transmission channel is not smooth;The resources are idle and wasted,and the resources are not fully utilized;Cross-departmental integration is single,cooperation and communication are few,the sense of collaboration and cooperation is not strong,and there is no perfect training system.(3)The reasons for the formation of football reserve talents in Jiangxi Province are as follows: the overall planning of policies is not sound,and the management of each individual is chaotic;Fault training,talent supply chain blocking;The resource allocation cannot be fully utilized;There is a lack of collaborative governance training ideas,and the collaborative linkage training mechanism has not yet been established;The supervision and management platform is relatively backward.Based on the current situation of football reserve talent cultivation and management in Jiangxi Province,the following optimization paths and countermeasures are proposed:The collaborative governance path of football reserve talents in Jiangxi Province:(1)Take campus football as the main body,strive to consolidate the foundation of sustainable and healthy development of football in Jiangxi Province,and ensure the talent base;(2)Integrate resources and seek maximum effectiveness through "four in one";(3)Implement government purchase services and participate in campus football to realize preferential complementation;(4)Accelerate the coordinated development of "one body and two sides";(5)Smooth and diversified talent transmission channels;(6)Build a complete backup talent training mechanism and a collaborative governance and supervision platform.Countermeasures and suggestions:(1)According to the current situation of football reserve talent cultivation in Jiangxi Province,the traditional cultivation pattern should be broken,and it is suggested to take the government as the leading role,give full play to government functions,take campus football as the main body,and social youth training institutions and sports schools as the auxiliary structure of football reserve talent cultivation in Jiangxi Province to form a "four in one" cultivation pattern.Integrate the sports and education departments,truly realize the "one body and two sides" development mode,integrate resources,and promote the coordination and cooperation between various systems.(2)To clarify the responsibilities and tasks of each training unit,the concept of campus football education should return to the original intention and follow the development concept of "teaching is the foundation,competition is the key,system and mechanism is the guarantee,and education is the fundamental".Only if the "reservoir" of Jiangyuan campus football continues to grow can the football population base increase and reserve talents be realized.Broaden and strengthen the channels for social youth training institutions to enter the campus,and recruit excellent players in sports schools and professional football clubs.Establish archives for outstanding players in Jiangxi Province,improve the management of outstanding players,and strive to provide support for talent selection at all levels of age,Jiangxi Province,clubs and other countries.(3)The adoption of circular linkage and collaborative training can enable excellent players to give full play to their talents,and ensure the utilization rate of talents through multi-channel development,which can be developed to children’s football,professional league matches and colleges.Work together for the development of football in Jiangxi Province.(4)Fully mobilize multiple channels to participate in the training of football reserve talents in Jiangxi Province,establish a unified management platform,improve relevant laws and regulations,establish a reward mechanism system,and set up an evaluation and supervision system.Establish and improve the link chain of resource sharing and talent transmission,and open up diversified development channels.
