| In March 2017,the General Office of the Ministry of Education issued the "Guidance on the work of after-school services for primary and secondary school students",which clearly states in the document that the development of after-school services is a livelihood project to enhance the sense of access and happiness of the general public in China.In order to adhere to the concept of health-first education and high-quality physical education after-school services,in July 2022,the General Office of the General Administration of Sports,the General Office of the Ministry of Education,the General Office of the Development and Reform Commission and other departments jointly issued the Notice on Enhancing School Physical Education After-School Services to Promote the Healthy Growth of Primary and Secondary School Students,in which the document makes the service content,teacher status and organizational guarantee of school physical education after-school services Clear requirements.As an important presentation form of after-school service,PE after-school service has penetrated into all aspects of after-school education for students.Therefore,the quality of after-school PE services for primary and secondary school students can reflect the level of school sports work from the side.Elementary school is a golden period for students to develop their interests and acquire knowledge and skills.Evaluating the quality of elementary school physical education after-school services is an important means to promote its high-quality development,and how to evaluate elementary school physical education after-school services is of great significance.As one of the first pilot cities selected for after-school services in China,how is the implementation of its elementary school PE after-school services in Guangzhou? Is the quality good or bad? How to evaluate its quality? This is a question that we need to study and solve urgently.This paper uses the literature method,expert interview method,Delphi method and 1-9 scale hierarchical analysis method to construct the evaluation index system of the quality of elementary school physical education after-school service in Guangzhou and conduct an empirical study,aiming to clarify the positioning of physical education after-school service,evaluate and monitor the current situation of the development of elementary school physical education after-school service in Guangzhou,and promote the high-quality development of elementary school physical education after-school service in Guangzhou,the findings of the study are as follows.(1)The evaluation index system for the quality of after-school sports services in elementary school in Guangzhou has been established,including three primary indicators,namely "service guarantee","service process" and "service effect";11secondary indicators,including "teacher status","site equipment" and "financial investment",and 44 tertiary indicators,such as "complete and strong physical education teachers and related teaching and support staff".(2)The weight of each level of indicators in the evaluation index system was determined by using the "1-9 scale hierarchical analysis",in which the service process level indicator had the highest weight coefficient.(3)By establishing an evaluation scale for the quality of elementary school physical education after-school services in Guangzhou and conducting an empirical study on two elementary school in Guangzhou,the results of this paper show that this index system has good application prospects. |
