Study On New Rural Elites Promoting Rural Sports Revitalisation From The Perspective Of Soft Governance

The rural sports revitalization is an inevitable choice to narrow the gap between urban and rural areas and build a modernized country.The rural sports revitalization is an inevitable demand for the realization of rural revitalization.Although a well-off society has been built in our country,the rural development still has a greater space.Based on the perspective of soft governance,this paper adopts the method of literature,field investigation,case analysis and logical analysis,etc.,taking the practice content of new rural elites participating in the revitalization of rural sports in Rongxian,Enshi and some parts of Guangxi as the research object,and taking the village committees,new rural elites and villagers of some villages in Rongxian and Enshi as the investigation object.Analyze the rationality and inevitability of the new rural elites participating in the revitalization of rural sports.From the perspective of soft governance,the participation of new rural elites in rural governance is not only an important embodiment of the combination of "three governance",but also an important practice of cultural governance in rural society.The motivation for the new rural elites to participate in the revitalization of rural sports includes their internal selfactualization needs and external needs and incentives.On the one hand,the participation of the new rural elites in the revitalization of rural sports has the historical basis of the participation of the new rural elites in the governance of rural areas,on the other hand,the strategy of the revitalization of rural areas gives the new rural elites the realistic opportunity to participate in the revitalization of rural sports.The new rural elites have played a role in the revitalization of rural sports.The new rural elites have gradually participated in the practice of rural sports construction.There have been certain construction in rural sports infrastructure,rural sports activities,rural sports industry and rural sports culture.However,it also encountered some difficulties in the process of practice,such as the low recognition degree of villagers to the new elites,the lack of professional talents and technical support for the development of rural sports,the weak foundation for the development of rural social sports,the low importance of rural sports,and the lack of new rural elites to participate in the construction of rural sports.From the perspective of soft governance,it is necessary to strengthen organizational guidance and political guidance for new rural elites to participate in the revitalization of rural sports.Adhere to the new village sages sinking base,give play to its synergistic effect;It is necessary to strengthen cooperation and form the joint force of new rural talents to promote rural sports work;To pay attention to work innovation,and adhere to the work of the village two committees in the same direction.According to the different fields in which the new rural elites are good at,they can be classified according to the resource endowment type,knowledge and skill type,governance type and industrial management type,so as to make efforts from different aspects of the development of rural sports,so as to achieve the best allocation and utilization of resources.In the process of promoting the revitalization of rural sports,we should focus on the "new",as long as there are outstanding points,willing to contribute to the construction of the village can be identified as the new rural elites;Expand the new rural elites to promote the revitalization of rural sports to "township",adhere to the leadership of the Party to give full play to the role of new township absorption,let talented and virtuous people directly participate in the practice of rural sports governance;The point of the new rural elites helping the revitalization of rural sports should be "elite".Different types of new rural elites should be encouraged to give full play to their strengths and play their roles in different aspects of the development of rural sports.
