Research On The Implementation And Optimization Of Welfare Service Policies For Barrier-free Transformation Of Families With Disabilities

In recent years,the China Disabled Persons’ Federation and other departments have successively formulated relevant policies for family barrier-free transformation,requiring all localities to carry out the transformation of barrier-free facilities for families with disabilities,and all localities have begun to actively explore and implement them,and the implementation of the policies has achieved remarkable results,meeting the basic living needs of some disabled people and their families to a certain extent.However,the implementation process of the barrier-free transformation policy for families with disabilities has not been smooth sailing,and there are still problems in the current policy implementation process,including the contradiction between supply and demand.Therefore,there is still much room for optimization in the policy implementation process.Taking the implementation of the barrier-free transformation policy for families with disabilities in S area of Shaanxi Province as the research object,this study first sorted out the introduction and development of China’s family barrier-free transformation policy,and summarized the three characteristics of the gradual expansion of the coverage object,the gradual clarification of personalized transformation requirements and the diversification of participants.Secondly,taking the deviation between service supply and the individual needs of disabled persons in the implementation of the barrier-free transformation policy for disabled families in S area of Shaanxi Province as the starting point,the main contents of the policy are summarized mainly around the dimensions of system design,distribution basis,supply content,delivery system,and capital guarantee based on the documentary method,unstructured interview method and participatory observation method,based on the theoretical basis of Gilbert’s social welfare policy analysis framework,needs theory in the field of social welfare and welfare pluralism theory.Then,starting from the two dimensions of "personal needs" and "actual services",the implementation of policies is specifically divided into the following four situations: "there is demand and services can meet","there is demand,the existing service is insufficient","there is demand,there is no service","there is demand,but the individual subjectively gives up".According to the deviation between the above service supply and the needs of the disabled,this paper explores the current policy implementation problems and reasons from the dimensions of policy system design,distribution basis,supply content,delivery system,and capital guarantee,and finds that there are shortcomings in the institutional design of policy.Beneficiaries are narrowly covered;The content of service supply is not accurate enough;The quality of service delivery needs to be improved,and the problems and causes are explored from the three major participants of the government as the service purchaser,the undertaking agency of the service provider,and the disabled and their families of the service consumer.Financial security is overly dependent on finance.In view of the above problems and reasons in the process of policy implementation,the author puts forward the following suggestions for optimizing policy implementation: First,at the level of system design,it is necessary to strengthen the top-level design and improve the supporting system;Secondly,at the basic level of distribution,it is necessary to expand the coverage and increase the number of beneficiaries;In addition,at the level of supply content,it is necessary to meet the difference in demand and optimize the allocation of resources;Then,at the level of the transportation system,it is necessary to strengthen evaluation and supervision and cultivate professional talents;Finally,at the financial level,it is necessary to broaden the financing channels and introduce multiple forces.
