Research On The Dilemma And Countermeasures Of Small Farmers’ Organization Under The Background Of Small Farmers In A Big Country

The 20 th National Congress of the Communist Party of China outlined the blueprint for realizing the great rejuvenation of the Chinese nation.In the process of building a socialist modern country in an all-round way,the "three rural issues" are still the most difficult tasks.A strong country must strengthen agriculture,and strong agriculture can only make the country strong.Under the current background of small farmers in a large country,small farmers are not only the main body of comprehensively promoting rural revitalization,but also the core of solving the three rural issues.In the organic connection between small farmers and the big market and modern agriculture,they have the natural defects of weak production,weak market,and weak capital,which makes certain contradictions between small farmers and large production,small scale,and big market.With the modernization of agriculture and rural areas as the process speeds up,this contradiction will become more intense.To solve the contradiction between small farmers and modern agriculture and the big market,it is necessary to give full play to the dominant position of small farmers.By improving the level of organization of small farmers,organize scattered small farmers to effectively connect with the big market,and make full use of the advantages of small farmers’ organized management,to promote the organic connection between small farmers and modern agricultural development.This paper takes the farmer cooperatives in D village in southern Henan as an example.Through participatory observation and in-depth interviews with relevant persons in charge of the Agriculture and Rural Affairs Bureau of Queshan County,the chairman of the ZY cooperative,village cadres,and villagers,and using the theory of small farmers and the theory of rational choice,small farmers organize Based on the motivation and behavioral logic,it analyzes and discusses the organization of small farmers in D village in southern Henan.Through the research,it is found that the motivation of small farmers to choose organization is inseparable from the social environment,national policy,government support,as well as the changes of rural society and human feelings.To further explore how the behavior of small farmers affects the organization of small farmers and analyze the formation mechanism of the dilemma of small farmers from the aspects of the country,government,small farmers,and cooperatives.And based on the analysis of the predicament of small-scale farmers’ organization,we will solve the predicament of small-scale farmers’ organization from four aspects: improving the relevant supporting laws of cooperatives,giving full play to the leading role of the government,optimizing the cooperatives themselves,and improving the quality of small-scale farmers.
