Research On Improving Emergency Management Ability From The Perspective Of Community Resilience

In 2020,the COVID-19 epidemic spread rapidly in various regions of China,General Secretary Xi Jinping pointed out in the article "Comprehensively improve the ability to prevent and control according to law and improve the national public health emergency management system" that it is necessary to strengthen risk awareness,improve the system and mechanism for major epidemic prevention and control,and improve the national public health emergency management system.The Party’s twenty National Congress report puts social governance in a prominent position,making the importance of social work as an innovative means of social governance increasingly prominent.As the basic unit of social life,is the main place of residents’ lives,is the end of the public governance system,is the cornerstone of social harmony and stability.While communities are playing a role in the COVID-19 epidemic,some problems have also been exposed.In this study,taking community G in Guangzhou as an example,based on the asset-based theory of community development,three indicators of resource list,intrinsic orientation and relationship drive are used to make an inventory of community resources,social workers carried out relevant community work practices from the perspective of community resilience to improve the emergency management capacity of the community in view of the problems of community G’s rapid response,insufficient mobilization of community resources and low degree of residents’ participation in the community.From the perspective of community resilience,community resilience is reflected in four dimensions,namely community rapidity,resource mobilization,community solidity and community reserve,and social workers operationalize these four dimensions into social work practice to improve community emergency management capabilities.First of all,in the early stage of the outbreak,in the face of residents’ panic and confusion,social workers united all parties,pooled the advantages of all parties,quickly adopted various epidemic prevention and control measures,and established and improved the community’s emergency management and rescue mechanism while improving the rapidity of the community;Secondly,when the epidemic was initially controlled,social workers revitalized resources,carried out online + offline community emergency safety publicity and education in the community,through online safety knowledge popularization and offline publicity and training,the emergency response ability of community residents is improved,and the emergency management and early warning mechanism for healthy communities is established;Third,in the middle and late stages of the epidemic,the national epidemic has gradually been effectively controlled,but governments at all levels have realized that risk response is a systematic,long-term and interactive complex adaptive system,and the importance of "intrinsic" and "reserve" elements in community resilience has become increasingly prominent,social workers cultivate and manage community social organizations,tap the endogenous driving force of community emergency management,improve community emergency management capabilities,and establish and improve community emergency management preparedness mechanisms;Finally,social workers improve community reserve by linking,integrating and allocating community resources,thereby improving community emergency management capabilities and establishing and improving community emergency management and recovery mechanisms.It is found that from the perspective of community resilience,social workers promote residents’ active participation in community affairs through diversified cooperation,revitalization of resources and cultivation of organizations,and indeed significantly improve the emergency management capacity of community G,and at the same time,from the endogenous mechanism of social work participation in community emergency management capacity improvement and the path of community emergency management capacity improvement from the perspective of community resilience.Promote the "five-community linkage" mechanism of coordinated and co-governance with communities,community social organizations,social workers,community volunteers and community fund resources,and at the same time provide reference for emergency management work in other communities,and help social work play a role in participating in social governance.
