Primary School Teacher Evaluation Research From A Value-Added Perspective

Abstract/Summary:
With the introduction of the Overall Plan for Deepening Educational Evaluation Reform in the New Era and the continuous promotion of teacher evaluation reform,the demand for constructing value-added teacher evaluations is growing.Improving and constructing an evaluation system for primary school teachers from the perspective of value-added evaluation that is consistent with the needs of society in the new era is significant for implementing national and Party education policies,deepening education quality reform,promoting the professional development of primary school teachers,improving the effectiveness of primary school teachers’ work,achieving school and teacher development goals,and providing the talents needed by society.Therefore,the purpose of this study is to analyze the implementation situation in current evaluation of primary school teachers and to explore the practice of value-added evaluation of teachers in order to provide a reference for constructing a new evaluation system for primary school teachers under the perspective of value-added evaluation.This study conducted an empirical research based on the theory of value-added evaluation,using a combination of literature,questionnaire,interview,correlation and regression analysis,and value-added evaluation,focusing on the analysis of the current situation and value-added evaluation.This study conducted questionnaires and interviews with front-line teachers as well as school leaders in primary schools.The study found that the current primary teacher evaluation system has problems such as the lack of relevance and development of evaluation,as well as the lack of scientific evaluation criteria,the neglect of the main role of teacher evaluation,and the low degree of application of evaluation results.Based on this,this study collected data from some students and teachers of primary school T in Nanchang,and selected the Residual Model and Student Growth Percentile model to estimate the value-added of the sample.By analyzing the characteristics of value-added teacher evaluation and the problems with the current teacher evaluation system,we propose suggestions on constructing an evaluation system for elementary school teachers from a value-added perspective in China:(1)Raising awareness and capacity of teachers’ evaluation and popularising the idea of value-added teacher evaluation;(2)Raising awareness of data-based evaluation in schools and building an extensive database of student information;(3)Strengthening theoretical and practical research on value-added teacher evaluation and promoting the implementation of value-added teacher evaluation;(4)Developing the strengths of the current primary school teacher evaluation system in conjunction with the idea of valueadded teacher evaluation;(5)Building a platform for professional value-added evaluation systems and promoting the development of theoretical and practical research on value-added teacher evaluation;(6)Evaluating the quality of teachers’ work comprehensively and improving the application of teacher evaluation results.
