Research On The Inheritance And Development Of Enshi Waving Dance Based On Stakeholder Theory

The "Opinions on Further Strengthening the Protection of Intangible Cultural Heritage" promulgated in 2021 points out that the principle of the protection of intangible cultural heritage is to adhere to the leadership of the Party on the protection of intangible cultural heritage,and consolidate the work pattern of the leadership of the Party committee,government responsibility,departmental coordination and social participation.It can be seen that social participation in the inheritance and development of ICH has become a trend in the protection of ICH in China,and it is important to promote the contemporary value of ICH by making concerted efforts and keeping the righteousness and innovation.However,there are many NRM projects in China,and the number of subjects involved in their inheritance and development is increasing day by day.If their identities are not identified and defined,it is easy for the participating subjects in important positions to be denied reasonable interest demands,which limits the progress of the inheritance and development of ICH.Therefore,this paper takes the inheritance and development of Enshi Hand Dance as a carrier,and investigates the current situation of the inheritance and development of Enshi Hand Dance in Enshi City,Lichuan City,Laifeng County,Xianfeng County and other places under the jurisdiction of Enshi Tujia and Miao Autonomous Prefecture through the methods of literature,field survey and interview.The research includes the current situation of the inheritance and development of Ensh hand dance,the mapping of stakeholders in the inheritance and development of Ensh hand dance through the Mitchell scale,the final determination of the categories of stakeholders in the inheritance and development of Ensh hand dance based on the quantitative data,interview results and experience,the identification of the conflict of interests of each stakeholder and the analysis of the causes of the conflict,and the analysis of the causes of the conflict of interests based on the stakeholders.The study also analyzed the causes of the conflict of interest of each stakeholder and came up with countermeasure suggestions for the heritage and development of Enshi Swing Dance based on stakeholder theory.The results of the study show that:(1)The inheritance method of Enshi swing dance is folk clan-style inheritance,teacher-apprentice inheritance,school education inheritance and social mass inheritance,and its development status is reflected through the government-led,relevant protection function department responsible,local enterprises involved,integrated into school education,and inheritors throughout the form.(2)Based on Mitchell’s scoring method and experts’ scores,local government and protection functionaries and Enshu swing dance inheritors were identified as definite stakeholders;Enshu swing dance research institutions and local news media were expected stakeholders,and Enshu swing dance research institutions and local news media were precisely classified as dependent stakeholders based on their scores of legitimacy,power and urgency;enterprises,local educational institutions,local residents,and other society at large are autonomous stakeholders of potential stakeholders.The stakeholders were divided into responsible stakeholders including local government and conservation departments and Enshu hand dance inheritors;performance stakeholders including Enshu hand dance academic research institutions,local educational institutions and local news media;commercial stakeholders including local enterprises;and marginal stakeholders including local residents and other society at large.(3)Each stakeholder has its own reasonable interests,responsibility stakeholders are obliged to take up the responsibility of the heritage and development of Enshi hand dance;performance stakeholders are the nature of the work of the institutions to perform the heritage and development of Enshi hand dance;commercial stakeholders are justified to develop and use Enshi hand dance to pursue economic interests;marginal stakeholders are the backup force for the heritage and development of Enshi hand dance.(4)The interests of the stakeholders are reflected in the public interest of whether they can contribute to the inheritance and development of Enshu hand dance and the private interest of whether they can bring themselves various welfare benefits by virtue of the inheritance and development of Enshu hand dance.The unequal relationship between public and private interests leads to conflicts of interest among stakeholders,which are manifested in the deviation between the inheritance duties of the inheritance group and the shortage of young people,the contradiction between the theoretical design of industrial development and the real practice,and the opposition between the expanding scope of the inheritance and the extremely low stickiness.The limitations of the regional economy and the Enshi hand dance itself are the internal causes of the conflict of interest,the divergent aims of various stakeholders at all levels to achieve their own maximum interests are the external causes of the conflict of interest,and the lack of in-depth research on the Enshi hand dance has not yet formed a complete system is a contributing factor to the formation of the conflict of interest.(5)Based on the stakeholder theory,the countermeasures for the inheritance and development of Enshu hand dance are suggested to build a more equitable interest coordination mechanism to coordinate the interests of all parties to achieve a win-win situation;to improve the theoretical research system to promote the blood-making ability of Enshu hand dance to achieve a balance between supply and demand;to clarify the responsibilities and rights and the corresponding supervision mechanism to achieve the work by a special person responsible for and under the corresponding supervision;to strengthen the Strengthen the construction of the talent team to ensure the orderly completion of the inheritance and development of Enshu hand dance.
