The production and development of society cannot be separated from scientific and technological talents,who are also key elements of scientific and technological development.Scientific and technological talents with strong innovation ability have become the core resources in the development of science and technology and society,and they are also the main source of power to boost economic growth and scientific and technological progress.Zhejiang Province puts forward the first strategy of "technological innovation and strong province with talents".In order to ensure implementation of this strategy and accelerate the rise of Zhejiang,the scientific and technological talents’ training and introduction is the top priority.This study aims at the scientific and systematic evaluation and measurement of scientific and technological talents in Zhejiang Province,providing data support and reference for the introduction of talents and the building of talent team in the field of scientific and technological innovation in colleges,research institutes and business in Zhejiang Province,and also conducive to the development of scientific and technological talents’ evaluation,selection and management in Zhejiang Province.First of all,it interprets scientific and technological talents’ innovation ability,combines the indicators’ selection principles and the existing indicators’ selection on the theoretical research,screens out preliminarily the evaluation indicators,screens quantitatively and determines finally evaluation indicators throng using grey dynamic clustering and rough set theory.Establishes the evaluation system of scientific and technological talents’ innovation ability,including three dimensions of innovation foundation,innovation practice and innovation benefit,seven secondary indicators such as knowledge level,comprehensive quality and talent training,and 24 tertiary indicators such as academic background,research experience and team size.Obtains the evaluation data through various ways,and introducs the weighted TOPSIS model to carry out an empirical study on evaluating scientific and technological talents’ innovation ability,and analyzes the level of theirs innovation ability in Zhejiang Province,including three aspects: overall,regional and sub-indicators.According to the evaluation results,puts forward countermeasures on scientific and technological talents’ innovative development in Zhejiang Province.The results show that:(1)On the whole,scientific and technological talents with the level of "strong" or above take up 57.4%,and those with the level of "medium" or above take up93.8% of the total.(2)On the areal level,there are areal differentation in scientific and technological talents’ innovation ability in 9 cities of Zhejiang Province.Hangzhou’s scientific and technological talents perform well in all indicators and have strong innovation ability;Ningbo and Wenzhou have stronger innovation ability,and two cities’ level of innovation ability of indicators is generally high;Jiaxing,Zhoushan,Jinhua and Huzhou have medium innovation ability;scientific and technological talents’ innovation ability in Taizhou and Shaoxing is weak.(3)In terms of sub-indicators,the ranking of scientific and technological talents’ innovation ability in Zhejiang Province in the primary indicators is: innovation basis>innovation practice>innovation benefit;Among the secondary indicators,knowledge level>comprehensive quality>paper innovation>science and technology awards>talent training>scientific research achievements>academic exchange;There are differences in the level of the primary and secondary indicators in 9 cities in Zhejiang Province.Only Wenzhou and Jinhua are balanced in the primary indicators’ development,while Wenzhou is balanced in the secondary indicators’ development.
