Under the macro background of the in—depth advancement of global governance and the modernization of the national governance system and governance capacity,education governance as an important part of national governance has also become a frontier issue in the domestic education community.On the basis of clarifying the relevant theories of educational governance,this paper sorts out the evolution of China’s educational governance,summarizes the basic logic and historical experience of the evolution of educational governance,analyzes the problems and causes in the evolution of educational governance,and puts forward the future prospects for the modernization of educational governance.Through the research on the evolution of China’s educational governance,it is divided into three stages of institutionalization,systemization and modernization,and the three main bodies of education legislation and education governance are used as the main contents to sort out the different stages.It is found that the basic logic of the evolution of China’s educational governance has changed from "management" to "governance" in terms of governance concept,and from "single" to "multiple" in terms of governance subjects,from "rule of man" to "rule of law" in terms of governance path,and from "centralization" to "decentralization" in terms of power distribution;The historical experience that can be inherited and learned from the evolution of China’s education governance mainly includes:China’s education governance must adhere to the leadership of the Communist Party of China,adhere to the combination of inheritance and innovation,adhere to obeying the national strategic direction,and adhere to ensuring the dominant position of social forces.There are four main problems in the evolution of China’s education governance.First,the level of legalization of education needs to be improved;second,there is an obvious tendency to strengthen the government in education governance;third,the school’s autonomy is insufficient;fourth,the main role of social forces is weak.The reasons for the above problems are:firstly,the legalization of education in my country is relatively short;secondly,China’s "official standard" awareness is deeply rooted;thirdly,schools have relied on the government for a long time;fourthly,the development of social forces in China is insufficient.In response to the above problems and combined with the basic logic of the evolution of education governance,at the level of legalization of education,we should pay attention to the reality of education laws and regulations and strengthen the cultivation of the spirit of the rule of law in education;at the level of government governance,we should downplay the government’s sense of power and highlight the government’s dominant position;at the level of school governance,it is necessary to establish and improve the school charter and improve the autonomy of the school;at the level of social governance,it is necessary to improve the awareness of social forces participating in education governance and ensure the balanced development of social forces.
