In today’s society,human resources are essential for the development of companies,profoundly influencing their height and level of development.As an important link in the company’s human resource management,human resource planning has an irreplaceable role in improving the company’s management capacity and level of development.Y Company under study and is an online educational company well known in the country.Influenced by the policy of ‘Double Reduction’ introduced in 2021,this company faces problems such as adjusting the development strategy and changing the business plan,so it brings a number of human resource planning problems,which in turn affect the transition of the transformation of the company and the achievement of long-term development goals.The aim of this study is to analyze in depth the human resource planning in Y Company and in the context of the ‘Double Reduction’ policy,through documentary research,in-depth interviews and participatory observation,with concrete recommendations for optimizing existing problems.Firstly,organize and analyze the problems.The study of the effects of the‘Double Reduction’ policy on human resource planning in enterprises has produced a synthesis of the concrete responses adopted by enterprises at the levels of supply,demand and recruitment.The real problems of human resource planning in the context of the ‘Double Reduction’ policy are then analysed,taking into account the effects of implementing corporate response strategies.Secondly,to address these real problems,we apply the 5p human resource model,the theory of human resource supply and demand analysis and prediction methods to develop an analysis of the root causes behind the real problems and influencing factors.Then,in combination with realistic factors such as human resource structure,operational development status and industry environment of the enterprise,and on the premise of realizing cost reduction and efficiency improvement of human resources,the optimization strategy of human resource planning is analyzed.Specific optimization strategies are proposed in human resource steps,demand analysis,supply analysis and recruitment channels.In addition,the empirical forecasting method and driving factor forecasting method are used to forecast the supply and demand of human resources,laying a solid foundation for the rationality,scientificity and accuracy of enterprise human resources planning.Finally,in response to common problems of human resource planning in education and training enterprises in the context of the ‘Double Reduction’ policy,such as the training system for non-scientific personnel,lack of incentives and inadequate professional staff development plans,a number of mechanisms and safeguards are proposed to ensure that planning arrives on the ground with effective discourse and results.The research conclusion of this paper has important reference significance for the formulation and implementation of Y Company’s human resource planning under the background of ‘Double Reduction’ policy.It is hoped that by analyzing Y Company’s human resource planning and proposing relevant optimization strategies and suggestions,it can provide a feasible reference for other enterprises in the same industry in the formulation and implementation of human resource planning and optimization of human resource structure.
