| The 20th National People’s Congress of the Communist Party of China in 2022 emphasized once again that "Talent is the first resource" and "Gather person of outstanding ability from all over the world and use them".As early as in the "13th Five-Year Plan" period,the concept of "Talent is the driving motive power of economic development" gradually deepened,and in the "14th Five-Year Plan" period,talent has risen from "supporting development" to "leading development".As the world’s second largest economic entity,in order to realize the high-quality development of the national economy,we must form a virtuous cycle of "Talents lead industrial transformation and industries gather talents".The Yangtze River Economic Belt,as an economic development region attached great importance to by the CPC Central Committee,faces the "talent war" caused by the imbalance of talent structure among regions and the sense of urgency and crisis brought by talent introduction in various regions,it is urgent to establish a reasonable and orderly talent flow mechanism and realize the coordinated development of the Yangtze River Economic Belt region.The Fifth Plenary Session of the 18th CPC Central Committee for the first time put forward shared development as an important strategic goal of China’s economic and social development,and made it run through all fields and the whole process of China’s economic and social development.The organic connection between talents and sharing can promote the interconnection between talents and industries,talents and urban development strategies,further deepen the integration of production and talent,and promote high-quality development of the Yangtze River Economic Belt.The prospect report of talent competition in the period of the 14th Five-Year Plan points out that "talent ecosystem plays a prominent role and regional talent sharing may become a trend".Talent sharing advocates the concept of "not owning,but using",improves the traditional employment relationship and brings many benefits.Talent sharing can optimize the allocation of human resources and explore the employment potential of various industries,which is conducive to the realization of talents’ value.In this context,the study of the individual welfare effect of talent sharing has a positive impact on the rapid construction of a modern industrial system.This paper mainly studies the welfare effect of talent sharing on individuals,that is,the effect of talent sharing on individual income.It is of great significance to study whether talent sharing plays a role in increasing individual income and improving income difference in the Yangtze River Economic Belt to improve talent welfare and realize regional coordinated development.Based on the personal data of China Household Tracking Survey(CFPS)in 2020,this paper uses propensity score matching model(PSM)to construct a counterfactual framework,and then estimates propensity probability with Logit model to empirically study the income effect of non-agricultural talent sharing in the Yangtze River Economic Belt.On this basis,the robustness of the model is tested by replacing variables and data,and the heterogeneity of industry,region and urban and rural areas is classified and analyzed.The conclusion is as follows: first,talent sharing in non-agricultural industries in the Yangtze River Economic Belt can play a significant role in increasing income,but different control variables have different choices for talent sharing.Second,there is industrial heterogeneity in the income increasing effect of non-agricultural talent sharing in the Yangtze River Economic Belt;Third,there is regional heterogeneity in the income increasing effect of non-agricultural talent sharing in the Yangtze River Economic Belt.Fourth,the income increasing effect of non-agricultural talent sharing in the Yangtze River Economic Belt has urban-rural heterogeneity.Therefore,under the background of joint construction and sharing by the whole people,talent sharing should be further promoted to increase talent income,so as to enhance the talent welfare effect of the Yangtze River Economic Belt.Therefore,four suggestions are put forward as follows: first,improve the talent sharing training system,provide institutional support for talent sharing,and activate the income increase efficiency of talent sharing.Second,promote the optimization and upgrading of industrial structure to attract industrial sharing talents and enable industrial talent sharing to increase income effect;The third is to coordinate regional development,improve regional characteristics while promoting the synergistic effect of talent sharing,and expand channels income of talent sharing;Fourth,deepen the integrated development of urban and rural areas,expand the rural talent sharing income effect to narrow the urban-rural income gap. |
