Research On Safety Risks And Governance Countermeasures Of Urban Public Sports Facilities In My Countr

The report of the 20 th National Congress of the Communist Party of China pointed out that "extensive fitness activities for the whole people,strengthening youth sports work,promoting the all-round development of mass sports and competitive sports,and accelerating the construction of a strong sports country." The high-quality development of mass sports is inseparable from high-quality public sports facilities.In recent years,under the guidance of the national strategy,the construction of urban public sports facilities in China has become increasingly perfect,but the safety problems of public sports facilities in various regions have also emerged,which has become a constraint to the deep integration of national fitness and national health.In order to further improve the overall safety efficiency of public sports facilities,protect the physical and mental health of the people,and promote the development of mass sports,this paper studies the safety risk factors of urban public sports facilities in China through literature method,questionnaire survey method,interview method,field investigation method,mathematical statistics method and logical analysis method,and the results are as follows:(1)The risks faced by China’s urban public sports facilities are: layout planning risks,facility management risks,facility use risks,natural environment risks,social environment risks,and direct man-made risks.(2)The safety risks of urban public sports facilities in China show the characteristics of individual perception,dynamic concealment,propagation amplification,complex nonlinearity,humanistic interests,and management ambiguity;(3)The factors that cause the safety risks of urban public sports facilities in China are: poor coordination of multiple and have not yet formed a synergy;Laws and regulations are absent,and legal protection is weak;Profit-seeking preference prevails and public self-interest is unbalanced;failure of cognitive regulation,loss of social morality;The public’s rationality is limited,and the psychology of luck is revealed;Lack of accountability and accountability;(4)The countermeasures for the safety risk management of urban public sports facilities in China are: Create a diversified cooperation and coordination mechanisms,and strive to break the misalignment of supply and demand;Establish a legal and regulatory safeguard mechanism and improve standards for legislative use;Establish a multi-party interest coordination mechanism to achieve win-win results for all parties;Improve the efficient mechanism of risk communication and break the deviation of risk information;Create a long-term mechanism for social morality to promote the construction and governance of public morality;Improve the accountability system for public sports and promote the balance of power constraints,in order to promote the safe development of China’s urban public sports facilities and help China’s national fitness and sports power.
