Agriculture is the foundation of economic and social development. The highquality agricultural development is an important way to solve the dilemma of agricultural development. It is an inevitable requirement of the rural revitalization strategy. With the intensification of rural aging and hollowing,it is of great significance to study aging and high-quality agricultural development. It can allow us to deeply understand the relationship between the two and provide a basis for government departments to make decisions, which has important practical and theoretical significance. The impact of rural population aging on high-quality agricultural development is complex. The research in this thsis is based on population structure theory and land property theory.First, the relationship between the two is analyzed theoretically. Then, using the provincial panel data from 2009 to 2020,the entropy method was used to construct an index evaluation system. The indicator system consists of 5 dimensions, including 24 specific indicators. Then, this thsis evaluates the high-quality development level of agriculture from two aspects: time and space.Next, build static and dynamic regression models to explore the relationship between the two. Finally, the influence mechanism between the two is further studied by taking land circulation as the mediating variable and the level of agricultural science and technology innovation as the regulating variable. Here are the main conclusions of the article:(1)From 2009 to 2020,the level of high-quality agricultural development in China showed an overall upward trend. The level of high-quality agricultural development in the western region is higher than that in the eastern and western regions. The level of high-quality agricultural development in the west and east is lower than that in the eastern region, and there is a lot of room for development. From 2011 to 2015,China’s agricultural development has made great progress, and many provinces have entered the second echelon. In the following five years, agricultural development continued to improve.(2)Aging plays a role in promoting the high-quality development of agriculture, among which the circulation of rural land plays an intermediary role.He explained that population aging can provide accelerated land transfer to promote high-quality agricultural development.(3)Scientific and technological progress in agriculture can regulate the impact of aging on the high-quality development of agriculture.Specifically, the scientific and technological innovation of agriculture can negatively adjust the direct path and the first half of the intermediary effect, while negatively adjust the second half of the path.(4)Furthermore,this thsis attempts to analyze whether different levels of agricultural technological innovation produce different regulatory effects. It is found that when the level of scientific and technological innovation in agriculture is high, the positive effect of aging on land circulation and high-quality agricultural development is weakened, but the positive effect of land circulation on high-quality agricultural development is enhanced.
