| The United States was one of the first countries to legislate on educational discipline.The educational discipline of primary and secondary schools in the United States has formed a development path from legislation to practice,and then to reflection and improvement,and has dynamically experienced a transformation from "zero tolerance" to "supportive",and has achieved positive effects on improving the school atmosphere and preventing students from violating rules and disciplines.China’s educational punishment still has the problem of heavy punishment over prevention,and there is a dilemma of "no way to intervene" and "no teaching and punishment" in the handling of students’ violations of discipline and law.How to base on the national conditions of the country,combine the existing practical experience and policies and regulations on the basis of the successful experience of the United States,reduce students’ violations of discipline and regulations,and create a good school atmosphere is the purpose of this article.The system of supporting education discipline in primary and secondary schools in the United States is relatively complete.This paper takes the supportive education discipline in primary and secondary schools in the United States as the research object,and uses literature analysis method,historical research method,comparative research method and other methods to introduce in detail the policy exploration and practical operation of supportive education discipline in primary and secondary schools in the United States.The strict "zero tolerance" policy in the United States has created a series of problems,and thus formed a "school-prison" channel for troubled students.Based on this,supportive educational disciplinary policies that combine prevention and intervention have emerged.Supportive education discipline in primary and secondary schools in the United States is a combination of guidelines issued by the federal government,guidance frameworks developed by state governments,and revised guidelines by school districts.In terms of implementation,it mainly includes the establishment of various active and non-exclusive preventive interventions.Facts have proved that the United States has achieved good governance results in supporting education discipline in primary and secondary schools,such as reducing suspension and dropout rates,improving school atmosphere,easing school discipline and safety issues,promoting educational equity,and bringing many constructive experiences to China: such as accelerating disciplinary legislation,attaching importance to data collection and utilization,and creating partnerships for collaborative governance.At present,there are still many deficiencies in China’s primary and secondary education discipline,and it is particularly important to build a program suitable for primary and secondary education discipline in China according to the experience of the United States and China’s national conditions. |
