The construction of new urbanization is an important strategic initiative to deepen the reform of China’s economic system, and the citizenship of the floating population is an important element to promote the construction of new urbanization. The size of China’s floating population is huge, and the willingness of the floating population to stay is an important factor influencing their decision to stay, which has an immeasurable impact on the realization of local economic development strategies, the government’s livelihood work and even the economic and social development of China.Differences in public policies, industrial policies, settlement policies, housing policies, and talent policies that correspond to different city sizes further affect the willingness of the migrant population to stay. This paper explores the effect of city size on the willingness to stay of the migrant population and analyzes its intrinsic mechanism using the China Migration Dynamic Monitoring Survey(CMDS)and city-level data.Based on a systematic review of migration theories and related research results,we clarify the effects and mechanisms of city size on the willingness to stay of the migrant population, and test them using Ordinal Logit nested model and KHB decomposition method. The results of the study show that city size significantly and positively contributes to the increase of the willingness to stay of the migrant population, and the larger the size of the inflowing city, the more likely the migrant population reports a higher level of willingness to stay, and this effect is more obvious among the non-agricultural and non-interprovincial migrant population. The effect of city size on the willingness to stay is mainly realized through two mechanisms of action: the positive effect is mainly reflected in the economy of scale effect, including the sharing effect, the matching effect and the learning effect, and the negative effect is mainly the crowding effect. The four effects differ in the size of the mechanism of action, with the sharing effect accounting for the largest share, followed by the learning effect and the matching effect, and the crowding effect to a lesser extent.Based on the empirical results and research analysis,we propose policy recommendations for promoting the coordinated development of large, medium and small cities in China and optimizing the spatial layout and form of urbanization:promote coordinated regional development and urban-rural integration process according to the situation;adapt to the city, pay attention to the differences among cities of various scales and accelerate the improvement of public infrastructure construction;apply policies according to the city, create an atmosphere for entrepreneurship and employment and improve the human capital level of the mobile population;build educational and learning facilities and create an educational and learning atmosphere according to the material;adapt to the local situation, pay attention to the ecological environment construction and reduce the negative impact of high living costs.
