In January 2019,the state issued the "National Vocational Education Reform Implementation Plan",which pointed out the direction for domestic vocational education reform.Among them,it is very necessary to use modern human resource management theory to guide the construction of vocational college teachers.This article selects the faculty and staff of Secondary Vocational College A as the research object,which is representative.Secondary Vocational College A is a relatively well-known technical vocational school in Southwestern China.With the support of the national vocational education policy,the scale of the school has continued to expand,and the faculty is also It continues to grow,but the school has not yet established a complete performance appraisal system,and there are many problems such as the school’s lack of a clear performance plan,the performance appraisal index system is not sound,the performance implementation process lacks communication,and the performance results are not adequately applied.This article intends to focus on the following Research on several aspects:One is to systematically sort out the basic theories of current performance management.It sorts out domestic and foreign literatures on performance concept,measurement framework,teacher performance management,vocational colleges,faculty performance management of vocational colleges,etc.,and summarizes related theories of performance management and basic methods of performance management.Among the performance management methods,this thesis introduces three commonly used methods,and chooses key performance indicator method as the main method to optimize the performance management program of A secondary vocational college.The second is an in-depth analysis of the existing problems in the existing system.Introduced the school situation,functional departments and position sequence,human resources composition of A Secondary Vocational College,and combed the performance management status of A Secondary Vocational College.Through questionnaire survey,this thesis analyzes five problems existing in performance management of A secondary vocational college,including lack of staff participation in the formulation of performance plan,unreasonable design of performance assessment indicators,lack of effective communication in the implementation process of performance,insufficient performance feedback,and too single application of performance results.At the same time,the causes of the five aspects of the problems are deeply analyzed,specifically,the management awareness is weak,performance management system mismatch,performance management objectives are not clear,performance communication mechanism is not established,the insufficient application of performance appraisal.The third is to optimize the design of the performance management plan of the secondary vocational college,and propose specific measures for the implementation of the plan.Defined the goals and principles of performance management of A Secondary Vocational College,gave the performance management system process,and focused on rebuilding the performance appraisal index system of the three types of faculty,thereby further optimizing the performance management plan of A Secondary Vocational College.At the same time,specific measures for the implementation of the performance management plan are proposed from the aspects of performance practice and supervision,performance evaluation and assessment,performance feedback and improvement,and performance results application.
