Research On The Opening Path Of Primary And Middle School Stadiums In Changsha Under The Perspective Of New Public Service Theory

The National Fitness Program(2021-2025)clearly points out that the national strategy of "national fitness" should be implemented,and only when the people exercise,we can build Healthy China,but due to the insufficient supply of sports resources,many people are difficult to find a suitable fitness venue.China’s primary and middle school stadiums are rich in resources,and promoting the opening of primary and middle school stadiums can largely meet the fitness needs of residents.Since 2006,China has been promoting the opening of primary and middle school stadiums to the public,however,the road of opening primary and middle school stadiums to the public has not been smooth for more than 15 years.In this context,this study focuses on Changsha Changsha City primary and middle school stadiums face many problems in the process of opening to the public.This study adopts the literature method,field survey method and logical analysis method to study the opening path of Changsha primary and middle school stadiums to the outside world.The study found that there are four problems in the process of opening up Changsha primary and middle school stadiums to the outside world.Firstly,the lack of government supervision and the lack of enthusiasm of schools to open up;Secondly,the lack of participation of social forces and the poor management mode of opening up;Thirdly,the lack of awareness of residents’ subjects and the coexistence of multiple risks of opening up;Fourthly,the single source of funding and the insufficient funding for schools to open up to the outside world.Based on New Public Service Theory,this study suggests that the opening of primary and secondary middle school stadiums in Changsha should be based on a "five-in-one,multi-faceted synergy" approach,i.e.,the government should take the lead,the school should be the main body,and the community,social forces and residents should participate in the opening of primary and middle school stadiums,and the four aspects should be promoted.Changsha stadiums are open to the public in a sustainable manner.First,the government school synergy,improve the school stadiums open to the public reward and punishment mechanism;second,social forces involved,improve the school stadiums open to the public management model;third,the school community linkage,strengthen the school venues open risk management awareness;fourth,multi-funding,broaden the school sports venues open funding sources.
