| As the need of China’s strategic development,public-benefit childcare service is an important livelihood project in China.At the same time,as a supporting service for the "two-child" and "three-child" policies in China,it plays a key role in the effective implementation of China’s family planning policy.It is also an important prerequisite for achieving the goal of "having kids educated" and solving the population aging problem.Since China’s public-benefit childcare service has just started,there are some serious problems such as insufficient supply and uneven quality.Under the guidance of the development idea of "taking the people as the center" and "running education to the satisfaction of the people",it is necessary to find out the parental satisfaction with the quality of public-benefit childcare services,and accordingly put forward countermeasures and suggestions for improving the quality of public-benefit childcare services in China from the perspective of parental satisfaction.Owing to the limited relevant research,under the guidance of practical problems this study attempts to build an indicator system of parental satisfaction with the quality of public-benefit childcare services,investigate parental satisfaction with the quality of public-benefit childcare services,and propose countermeasures to improve the quality of public-benefit childcare services in China.Based on this,this study proposes the following four research questions:1.What are the components of the parental satisfaction index system for the quality of public-benefit childcare services?2.How scientific and reasonable is the parental satisfaction index system of public-benefit childcare service quality?3.What is status quo of parental satisfaction with the quality of public-benefit childcare services? What factors will influence parental satisfaction? What are the reasons?4.What countermeasures can we take to improve the quality of public-benefit childcare services in China based on the status quo of parental satisfaction?In order to answer the above questions,this study follows the research idea of "theoretical thinking-construction of indicator system-investigation of current situation and influencing factors-countermeasures and suggestions".First of all,theoretical thinking is carried out around the topic of parental satisfaction with the quality of public-benefit childcare services,and then the index system of parental satisfaction with the quality of public-benefit childcare services is established based on such theories as the perceived value theory,the new public service theory,the education equity theory,the accessibility theory,the SERVQUAL customer service satisfaction evaluation theory and relevant literature,policy texts,and interviews with parents.The content validity of the questionnaire was verified through focus group interviews,and the first draft of the indicator system was completed.Shanghai,as an early pilot city in China to explore childcare services,has rich experience in building public-benefit childcare service system.Seven administrative districts in Shanghai were selected as the sample areas.In the sample areas,977 parents of infants and young kids were selected by stratified cluster random sampling.In addition,the theoretical construction of the questionnaire was scientifically and reasonably verified by item analysis and exploratory factor analysis.Finally,the parental satisfaction evaluation questionnaire on the quality of public-benefit childcare service was designed,consisting of 38 items and 6dimensions,including "Circumstance of center "," Care for children "," Communication with parents and children"," Competence of teachers"," Compassion for special needs " and "Convenience of service".The study adopted the "Parental Satisfaction Evaluation Questionnaire on the Quality of Public-benefit Care Service" to investigate the status quo of parental satisfaction with the quality of public-benefit care service.With descriptive analysis,difference analysis,impact factor analysis,potential profile analysis and other statistical analysis methods,the study found that the scores of parental satisfaction with public-benefit childcare services in each dimension from high to low were Competence of teachers(M = 4.70),Care for children(M = 4.62),Compassion for special needs(M = 4.59),Communication with parents and children(M = 4.59),Convenience of service(M = 4.57),and Circumstance of center(M = 4.45).Among them,infant factors,childcare institutions factors,family factors and other variables will have an impact on the evaluation results of parental satisfaction with the quality of public-benefit childcare services.On the whole,(1)parental satisfaction with the quality of public-benefit childcare service is high and there are differences among different dimensions;(2)parental satisfaction evaluation of the quality of public-benefit childcare service is intuitive and different;(3)parental satisfaction evaluation of the quality of public-benefit childcare service is complex and limited.In order to further improve the quality of public-benefit childcare services in China,this study,combined with the status quo of parental satisfaction and based on the above findings,put forward the following countermeasures and suggestions:(1)Guidance from the government: the government should optimizes resource allocation and legislative supervision mechanism.Meanwhile,the government should optimize the balance of resource allocation and the quality of care,accelerate the promotion of local legislation on childcare services and establish a multi-party evaluation mechanism for childcare services;(2)Family-oriented pattern: institutional innovation,home-care interaction and professional growth of kindergarten teachers.It is necessary to build a home-care interaction path with "parent experience" as the core,a parent care and education concept improvement path with "infant experience" as the core,and a professional growth path with "teacher experience" as the core;(3)Multi-party participation: the society plays a role in diversified cooperation and talent cultivation.It is necessary to set up a diversified supply system of public-benefit childcare services and a diversified talent training system for early childhood education. |
