High-quality balance is the trend of the high quality development of compulsory education,and high-quality education system needs high-quality balance and quality fairness.Network synergistic teaching between urban and rural schools is an important measure to narrow the education gap and the balanced development of high-quality education.How to give full play to the value of network synergistic teaching between urban and rural schools remains to be discussed.Therefore,based on synergy theory and synergy advantage theory,through qualitative analysis of 22 advantageous practice cases and 17 interview data,this study studies the practice mode and effect of urban and rural inter-school network synergistic teaching,and sorts out its management characteristics,management strategies and management methods.It is found that the network synergistic teaching between urban and rural schools is based on the interaction of three subsystems: organizational leadership,teaching service and collaborative teaching.The organizational leadership subsystem mainly plays the functions of absorbing appropriate participants,defining the rights and responsibilities of participants,motivating the collaborative behavior of participants,monitoring the collaborative process and giving timely intervention.Teaching service mainly provides technical and intellectual support for collaborative teaching,and has the function of organizing the orderly implementation of collaborative teaching.Collaborative teaching is a process in which teachers cooperate to complete teaching design,classroom teaching and teaching evaluation.It is the core of the network synergistic teaching practice model between urban and rural schools.The orderly operation of urban and rural inter-school network synergistic teaching can give play to the synergistic advantages of inter-school resource sharing,promote the common development of teachers and students,and improve the quality of school teaching.However,in practice,most of urban and rural inter-school network synergistic teaching is still in the early stage of development,with problems such as low degree of main body coordination,urban-rural structure imbalance,and management fragmentation.The main body participation is not high,the main body communication channel is narrow;The mismatch of supply and demand and the unequal relationship between urban and rural schools;Cooperative teaching activities are formalized and the system construction is not perfect.Based on this,the main factors affecting the effect of collaborative teaching are technical problems related to the smooth implementation of the network synergistic teaching between urban and rural schools,the degree of collaboration related to the network synergistic teaching can play a synergistic advantage,the system management system related to the sustainable development of network synergistic teaching and normal application.Finally,the characteristics of network and openness of the network cooperative teaching system between urban and rural schools determine that the management mode of network cooperative teaching has changed from pyramid hierarchical management to decentralized multi-agent collaborative governance.The management system has the characteristics of hierarchical management and virtual integration,and the management function is mainly to improve the degree of system coordination.Based on the deficiencies in the current management practice,the network synergistic teaching management between urban and rural schools can establish the concept of equal cooperation between schools,improve the collaborative activity system and improve the effect evaluation system by designing the network management mode,using the shared adjustment and intervention tools,organizing the management mode of participatory teacher training.
