| Community governance is the basic unit and key link of national governance,everyone lives in the community,and the development of the community is closely related to every resident,so residents’ participation becomes the core of community governance.In this way,we can ensure that community decisions are in line with residents’ needs.However,in the research,I found that the current participation of community residents is not optimistic,although some residents are willing to participate in community political activities to contribute to the community,but always because of the ability problem can not make the governance effect reach the expected,some residents often participate in some cultural and sports activities,it is difficult to make fundamental changes in the community,and most residents are not involved in community governance with an attitude of irrelevance,residents’ participation in community governance Therefore,how to enhance community residents’ participation,willingness to participate,and ability to govern has become an important goal of community social work.This study takes S community in Hefei,Anhui Province as an example,and understands the current situation of S community through literature participatory observation method,Semi-structured interview method,and finds that S community has the problems of low overall participation rate of residents in community governance,low awareness of residents’ autonomy,lack of breadth and depth of residents’ participation in community governance,lack of channels for residents’ participation in community governance,and imbalanced development of community social organizations.After further analysis,the reasons for these problems are as follows: the overall participation rate is low due to the residents’ weak sense of ownership and lack of belonging to the community;the long-standing government-led community governance has made residents accustomed to relying on the government and the community,and the blurred boundary of rights and responsibilities of each participating body has led to the residents’ weak awareness of self-governance;most of the residents who participate in community affairs in S communities are middle-aged and elderly groups,retirees,and people with low education level,The lack of governance ability of people with low education level leads to the lack of breadth and depth of participation in governance;it is difficult for individual residents to understand the governance channels,and there are many problems in the development of community social organizations,which leads to narrow channels for residents to participate in governance;the imbalance in the age structure of community social organization members and the dominance of social workers lead to the imbalance in the development of community social organizations.In order to solve these problems,social workers use enrichment theory,good governance theory,and social capital theory to carry out various activities together with community committees and community residents,hoping to improve residents’ governance level,willingness to participate,and participation,and realize community autonomy.Social workers play the role of guide,educator and resource linker,guiding residents to pay attention to community affairs,making them feel that community development is closely related to everyone,telling residents about knowledge related to community participation,informing them of the main ways to participate in community governance and effective ways to participate,helping them to better understand community governance and improve their governance capacity,linking government,community and social resources,and promoting community residents and community organizations to foster and develop.The study shows that(1)establishing a good relationship with residents,tapping the backbone of residents,and having the backbone of residents drive other residents to participate in community affairs in order to enhance residents’ participation rate and sense of belonging to the community;(2)rationalizing the relationship between the government and the community,with the government,community,and social workers each having their own roles,and giving better play to the professionalism of social workers in order to raise residents’ awareness of participation and enhance their willingness to participate;(3)actively carrying out community education,through drawing(3)actively carry out community education,improve residents’ governance capacity through drawing "community maps",knowledge lectures and professional training,better support residents’ participation in community governance and promote community development;(4)use the tools of the new media era and adopt the "online + offline" model to broaden residents’ participation in community(5)focus on groups,fully consider residents’ demands,develop and cultivate community social organizations,and the "five communities" of communities,social workers,community social organizations,community volunteers,and community charity resources can well promote residents’ participation in community governance. |
