| With the development of the Internet,new industries characterized by intelligence,digitization,and informatization are emerging,and the "platform based employment" model is rapidly expanding.Due to its low employment threshold,low labor constraints,and flexible working hours and locations,it has attracted a large number of employment groups.However,the labor relations of this emerging employment method are weak,unstable,and unclear,The unclear labor rights and pension insurance responsibilities have led to challenges in the labor security issues of this employment group.In the report of the20 th National Congress of the Communist Party of China,it was pointed out that a multi-level social security system that covers the entire population,coordinates urban and rural areas,and is sustainable should be established,and new types of employees should be included in the coverage of social insurance.This article mainly studies how to solve the problem of the lack of pension insurance for flexible employment personnel in new formats.By investigating and studying the current situation of pension insurance participation for new formats of employment in C city,a survey was conducted on five mainstream new formats of employment: express delivery,delivery,anchor,e-commerce,and ride hailing.It was found that this group has problems such as low pension insurance participation rate,low payment level,and hindered participation.Through in-depth research,it is found that it is mainly caused by the imperfect endowment insurance mechanism,the inflexible participation system of endowment insurance and labor relations,the inflexible participation system of registered residence,the unsound laws and regulations related to labor protection in the new business,and the weak awareness of employees to participate in insurance.To address the above issues,this article adopts literature research,questionnaire survey,and statistical analysis methods to propose strategies and optimization paths such as establishing a social insurance mechanism that is more adaptable to the new business model,unbinding pension insurance participation and labor relations,improving pension insurance system protection,improving labor protection laws and regulations,and guiding new business model employment platforms to establish a sense of responsibility,From a multi-dimensional perspective,promote and solve the problem of the lack of pension insurance for flexible employment personnel in new formats,and achieve the goal of universal participation and sharing of the achievements of socialist modernization. |
