In October 2022,Report to the 20 th CPC National Congress of the Party proposed to implement the employment priority strategy.Whether the specialty setting of higher vocational colleges can meet the needs of regional industry will directly affect the employment problem.At present,due to the fact that the measurement standard of the specialty setting of vocational colleges and the adaptability of regional industry has not yet been unified,the diagnostic tool still needs to be improved,and the diagnostic work has not yet been fully carried out,which restricts the improvement of the adaptability of the specialty setting of higher vocational colleges and the regional industry demand.Therefore,it has become a practical problem to be urgently studied and solved to innovate the diagnostic tool of specialty setting adaptability in higher vocational colleges and clarify its use.Based on the analysis of the current situation of research and practice in China and abroad,it is confirmed in this study that the evolution of diagnostic tools for professional settings in China can be divided into three stages,such as,starting stage,gradually developing stage and gradually maturing stage.The characteristics of diagnostic tools for professional settings in different stages are different: the starting stage focuses on dimensions,the gradually developing stage focuses on indicators,and the gradually maturing stage focuses on practice.The representative professional diagnostic tools set in each stage were analyzed,and the results showed that the diagnostic tools presented the development trend from "emphasizing theory" to "emphasizing application",the evaluation indicators gradually diversified,and the evaluation criteria gradually unified.At the same time,there are also problems such as insufficient consideration of market competition,insufficient practical application and testing,and inconsistent with the public cognitive statement.The invention discloses an adaptive diagnostic tool for professional settings in higher vocational colleges,which mainly comprises three parts of work: firstly,establishing a professional industry docking table for defining the diagnostic criteria of’ professional settings adapt to the development needs of regional industries’;The second is to define the algorithm of docking degree,which is used to analyze the adaptability of specialty setting and regional industrial structure in higher vocational colleges from a macro perspective.The third is the explicit coincidence degree algorithm,which is used to analyze the adaptability of specialty setting and regional employment structure in higher vocational colleges from a micro perspective.H Vocational and Technical College,the only vocational college in H city of Hebei Province,was selected as the practical application object of the professional setting adaptive diagnosis tool.First of all,it investigates the number of professional settings,enrollment and graduate scale of h vocational and technical college in five years,and analyzes the number structure and scale structure of professional settings.Secondly,it collects the gross national product(GNP),the structure of the three major industries and the employment structure in the "13th Five-Year Plan" period of H city and the changes of the newly-increased employment personnel with higher vocational qualifications,etc.,which provides data resources for the adaptation of diagnostic professional settings.Finally,using the innovative diagnostic tools of professional setting in this study,the professional setting in this school was diagnosed,and the suggestions of professional setting and adjustment were put forward.The results of application practice show that the innovative diagnostic tool for professional settings in this study is universal and operable,and can be widely used in similar colleges and universities across the country.
