Research On Housing Security For Migrant Workers In Cities Under The Background Of New Urbanization

With the acceleration of the new urbanization process,the surplus rural labor force has transferred to the cities for employment on a large scale.However,due to the system constraints,lack of professional quality and skills and other factors,most of them are engaged in the temporary jobs with low skills and low threshold,and cannot enjoy the welfare benefits such as urban low-income housing,medical insurance and education,so the urban life is often in a state of "suspension".The overall housing experience and residence satisfaction were poor.Therefore,how to highlight the attribute of people’s livelihood of housing,increase the effective supply of urban housing and improve living conditions is of great practical significance to promote urban housing security for migrant workers and enhance the level of livability and employment of cities.This paper firstly uses the literature research method to make a brief review of the relevant researches of domestic and foreign scholars,including the research context,system construction and system practice of housing security for migrant workers in cities,as well as theoretical studies from different research perspectives and empirical studies with different sample data.Secondly,it defines the concepts related to new-type urbanization,migrant workers and housing security,and summarizes the theory of housing supply and demand,gradient consumption theory and public choice theory,so as to lay the theoretical foundation for this study.Thirdly,taking T City of S Province as a case,the paper makes full use of questionnaire survey and in-depth interview data to analyze the basic situation and living characteristics of migrant workers in cities,and draws the conclusion that the housing security in T City mainly has four problems:insufficient housing supply,poor living conditions,difficult market rental and low intention to settle down.Specifically,the housing security system is not perfect,the quality and efficiency of urban renewal is slow,the development of housing rental market lags behind,and the urban housing affordability is insufficient.Finally,combined with the actual situation of T City,based on the experience and practice of urban migrant workers’ housing management in domestic and foreign cities,the paper proposes to deepen the reform of urban and rural household registration system,promote legislative guarantee,strengthen housing security operation management and policy implementation feedback,accelerate the construction of urban supporting facilities,quality sharing of public services,promote the steady development of housing rental market and downward rental service innovation.Measures such as increasing the effective supply of affordable housing and expanding the protection of housing accumulation fund,improving the urban housing security system,realizing that the migrant workers in the city can live in a suitable,livable and better place with refined management and precision services,and promoting the high-quality development of our new urbanization.
