| Education is a major national and party plan.The report of the 20 th Party Congress proposes that high-quality development is the primary task of building a comprehensive socialist modern country,and one of the most important aspects of high-quality development is balanced and equitable development.In the process of building a modern and strong country,these imbalances are not only in the economic field,but also in the field of education.The balanced development of ethnic higher education affects the high-quality development of education.The inequality and imbalance in the field of ethnic higher education is not only manifested in the unfair and insufficient allocation of educational resources and educational investment,but also in the uneven acceptance of the higher education degree.Therefore,solving the uneven development of ethnic higher education at the present stage in China has become an important aspect of high-quality development of education and building a strong socialist modern country.Based on the relevant studies at home and abroad,this paper is based on Xi Jinping’s socialist thought with Chinese characteristics in the new era,John Rawls’ theory of educational equity and Parson’s theory of higher education.Based on the socialist thought of Xi Jinping in the new era with Chinese characteristics,John Rawls’ theory of educational equity and Parsons’ functionalism,this paper uses the literature method,big data analysis method and interdisciplinary research method to study the developmental changes of the degree of higher education received by each ethnic group in China from the first stage to the fifth stage,focusing on the fairness of ethnic higher education development behind the developmental changes and analyzing the problems of ethnic higher education development at the present stage in terms of its fairness.After the study,it is found that the balance and fairness of the higher education level of each ethnic group in China are increasing,but there are still uneven phenomena,and these unevenness not only manifests in the unevenness of the higher education level among ethnic groups,but also in the unevenness between the hierarchical structure,gender structure,and urban-rural structure.This research studies the development and changes of the higher education level of each ethnic group and its fairness from both horizontal and vertical dimensions,which is intended to provide a scientific basis for the formulation of ethnic education policies at the present stage,and on the one hand,it can promote the construction of ethnology and its related disciplines,improve the disciplinary system of ethnic higher education,enrich the ethnic theory in China,continuously improve the ethnic policy and construct an academic discourse system with Chinese characteristics,and on the other hand,it is also On the other hand,it is also conducive to the further development of ethnic regions and ethnic higher education,as well as to casting a firm sense of Chinese national community and contributing to the realization of the Chinese dream. |
