The Dilemma Of Project Supervision And Countermeasures

In the 2023 Government Work Report,the term "social work" is included for the seventh time in the Government Work Report.In the section on strengthening and innovating social governance,it is proposed to support the healthy development of social work.With the development of the "project purchase" model of social work service delivery by local governments and the development of project-based social work management,the practice and research of social work project supervision has emerged.Social work project supervision has also become the focus of social work academics and relevant government departments.This study is based on the author’s six-month internship experience at Social Work Agency H.The author has gained an in-depth understanding of the basic background and current situation of project supervision at Social Work Agency H.Taking the supervision of children in distress care service projects as an example,the author used participant observation and interview methods to collect four important cases of the supervision of children in distress care service projects in social work agency H during the project research period,the middle of the project implementation and the late project implementation,and to present the interaction between the supervisor and the supervisee in these important cases in a "story" text.The study found that the supervisors of social work projects in social work organization H were not able to provide the necessary support to their supervisors.It is found that there are four main dilemmas in project supervision in social work agency H.The dilemmas are: the agency’s internal "rainy day" over-inspection;the supervisor’s "target" promotion of services;the supervisee’s "forced" growth;and the mismatch between supply and demand."The mismatch between supply and demand.Based on the above,the author proposes countermeasures from five aspects: political and social linkage,H social work agency,supervisors,supervisees and interaction between the two sides of supervision,namely: political and social linkage-building a platform for social work supervisory personnel training;H social work agency-developing an internal The supervisors-focus on service quality,supplemented by project indicators;the supervisees-use advantageous resources and take the initiative to grow;the interaction between the supervisors and the supervisors-establish a harmonious supervisory relationship.-establishing a harmonious supervisory relationship and promoting synergistic development between the two sides.It provides a reference value for other social work agencies and social organizations similarly undertaking social work service projects to supervise their projects,and promotes the good development of social work project supervision.The predicament of project supervision in social work organizations is the result of multiple factors.At present,the overall social work supervision mechanism is not sound enough,the training system for supervisors is immature,the professional level of practicing social workers varies,and the administrative power interferes too much in professional practice,making it impossible for supervisors to truly realize their idealized supervisory role in practice,and there is a need to provide more support for supervisors in terms of top-level design in the future;at the same time,taking into account China’s national conditions and the current situation of local development,there is still a need to continue exploring localized development models and paths for the supervision of social work service projects.
