Research On The Governance Of Youth Sports Clubs In Xi’an Based On AGIL Model

In November 2013,China formally put forward the concept of "social governance" for the first time.In 2017,China put forward new requirements of the times for "innovative social governance",giving social governance a new strategic height.From management to governance is the inevitable trend of the transformation of government functions under the new situation,and it is also a great progress of society.This also points out the goal and direction for comprehensively deepening reform in the field of sports.Especially under the new situation that the sports industry and national fitness have risen to the national strategic background,the youth sports club undertakes the important task of cultivating the youth sports interest and forming sports habits,and is an important part of participating in sports governance.Based on this,this study studies the governance of Xi’an youth Sports club,based on the principle of structure,function.From the analysis of the social function of the club,discusses the basic function of governance target group of demand,analysis of the youth sports club organization governance structure and operation mechanism,mining the youth sports club function exist and establish the necessary conditions,find out the normal operation of the club function management mechanism,analyze the relationship between various governance elements,put forward the governance path of xi ’an youth sports club,in order to provide the basis for xi’ an youth sports club governance mechanism research.The study has reached the following conclusions:(1)Xi’an Youth Sports Club has a strong dependence on the supporting units,lacks the ability to obtain social resources independently,and lacks the adaptation function.(2)The public welfare and public value of Xi’an Youth Sports Club are not fully played,and the goal system of the club has not yet been achieved.(3)The governance structure of Xi’an Youth Sports Club is not perfect,and a perfect long-term supervision and governance mechanism has not been established.(4)The cultural construction of Xi’an Youth Sports Club is empty,and the mission consciousness of youth sports club needs to be strengthened.The following countermeasures and suggestions are proposed:(1)Integrate resources and lay a solid foundation for function.Create an intelligent and efficient governance platform,expand access to resources,and coordinate the friendly and continuous cooperation of all governance entities on the premise of mutual respect.(2)We will improve the supervision and assessment system,implement the reward and punishment system,stimulate staff’s enthusiasm for work,and obtain more assistance and assistance from social forces.And conduct quality supervision and evaluation on the effect of achieving the goal.(3)Improve the governance system of youth sports clubs,innovate the management system,improve the relevant legal and institutional systems,and strengthen the top-level design of youth sports clubs.(4)Optimize the internal and external environment of Xi ’an Youth Sports Club governance,enhance the cultural identity,cultivate with "public welfare" as the goal,enhance the sense of mission and responsibility of Xi’ an Youth Sports Club,and increase the capacity for grass-roots sports governance.
