In recent years,with the reform and development of China’s education and the increasing popularity of the concept of integration of sports and education,school physical education has become the top priority of education and instruction reform in many places and has been further developed.At the same time,the sports industry is also developing rapidly as the country attaches increasing importance to the development of sports industry.However,school sports and sports enterprises have encountered some problems in the process of their respective development,and in order to meet their own needs and break through the development dilemma,schools and enterprises have started to seek development with the momentum of joint efforts and achieved some results,but there are still many problems in the current practice of school-enterprise cooperation,which interferes with the smooth implementation of cooperation,so it is necessary to explore the problems related to school-enterprise cooperation.The elementary school period is a critical period for cultivating various aspects of literacy,and the special nature of elementary school students’ physical education needs determines the need to study issues related to school-enterprise cooperation in elementary school physical education development.This study starts from both sports enterprises and elementary school in Xi’an and objectively investigates the cooperation between the two.It aims to study the school-enterprise cooperation in the development of elementary school sports in Xi’an,taking the cooperation between some elementary school and sports enterprises in the Xi’an area as the research object,and with the help of theoretical knowledge theories such as the discipline theory of sports management,resource dependence,integration development and regional sports resources,the study is conducted through the literature method,the Mathematical and statistical methods are used to analyze the characteristics and dilemmas of the development of school sports and sports enterprises in elementary school in Xi’an;the typical cases are classified and analyzed by describing them through fieldwork method,interview method and case study method,and on this basis,the mechanisms of cooperation are discussed from the basic elements of cooperation.According to the results of the existing problems and mechanism analysis,suggestions are made for school-enterprise cooperation,exploring how the differences in school sports development needs differ from the requirements of school-enterprise cooperation and other elements to promote the coordinated and efficient development of both sides.The conclusions of this paper are as follows:(1)Primary school sports are special compared with other school sports,and the requirements for various resources,such as teacher resources,venue resources,facilities and equipment resources,and physical education content(such as some new fashionable and popular items)resources,are different from those of other school sections.In order to solve such problems,the development of elementary school physical education needs the intervention of social sports resources to help it break through the dilemma,and only with the support of resources in all aspects will elementary school physical education develop more healthily.(2)Sports enterprises in Xi’an are mainly sports manufacturing enterprises that produce,operate and sell sports goods,clothing,shoes and hats and other related supplies,as well as sports service enterprises that provide various sports-related services such as competition and performance services,sports training services and stadium services,etc.Among these sports enterprises,those whose target customer groups intersect with elementary school groups,such as sports training and stadium provision,etc.In order to meet their own needs,expand their living space and solve the problem of their own limited development,they are interested in participating in school-enterprise cooperation,hoping to establish contact with the nearest elementary schools to enhance their corporate influence,consolidate and stabilize their own consumer groups and expand their corporate membership.(3)In order to meet the needs of elementary school and sports enterprises in Xi’an and break through the development dilemma,there are various modes of cooperation.Through the analysis of six cases,the modes of cooperation are classified into "resource introduction cooperation","resource outreach cooperation" and "joint construction and sharing cooperation".The mode of "resource introduction cooperation" can be further classified into three modes,namely,"Introduction Type I","Introduction Type II" and "Introduction Type III",based on the different resources provided by enterprises.Different models are suitable for different cooperation contents and have their own advantages and disadvantages.(4)The necessary elements for realizing cooperation are: relevant policy support,needs and willingness of both parties,matching material resource base,consistent goals,sufficient mutual trust and effective communication,reasonable division of responsibilities and rights of both parties and perfect system,monitoring and evaluation,etc.According to the interrelationship between the basic elements and cooperation,the inner operation mechanism of cooperation can be explored in four aspects: the motivation mechanism,guarantee mechanism,communication mechanism and coordination mechanism of school-enterprise cooperation.A reasonable and scientific operation mechanism can ensure the stable and long-term operation of school-enterprise cooperation.The cooperation between schools and enterprises for elementary school sports is achieved by signing and fulfilling cooperation agreements and formulating and complying with corresponding systems under the guidance and support of policies,with the material and resource bases of schools and enterprises,in accordance with the needs and wishes of both parties,and with the consistent goals,with full mutual trust and effective communication.For this kind of cooperation,the common goal is the premise of cooperation,the complementary resources are the basis of cooperation,the form of cooperation is the means,and the innovative system is the guarantee of cooperation.
