| Since the "19th National Congress of the Communist Party of China",our country’s economy has developed rapidly and with high quality,and the people’s living standards have improved.The society’s demand for various public services is also becoming more and more diversified,especially in social services such as healthy elderly care,spiritual culture,and public sports services.In the "13th Five-Year Plan for Sports Development",it is pointed out that public sports services will be regarded as the key content,and the construction of public sports service system will be greatly promoted.At the same time,in the "14th Five-Year Plan for Sports Development",it is also constantly emphasized to continuously improve public sports infrastructure to meet the sports needs of residents.It can be seen that the development of public sports services in China has received more and more attention,but at the same time it is also facing many challenges and difficulties.Therefore,an index measurement was made for the development level of provincial public sports services in China during the "13th Five-Year Plan" period,suggestions for improving the development of public sports services in various provinces during the "14th Five-Year Plan" period.Firstly,the concept of public sports services,public sports service systems,development indexes,etc.is defined;Under the principles of purpose and science,5first-level indicators and 12 second-level index systems were constructed;The comprehensive averaging of Delphi method(subjective)and entropy method(objective)was used to determine the index weight;Based on the data provided by the Sports Statistical Yearbook,the development index of public sports services in 31 provinces in China from 2016 to 2020 was calculated by using the development index formula.During the "13th Five-Year Plan" period,the dynamic analysis of the development index of public sports services in 31 provinces in China was carried out.The results showed that:(1)The development index of public sports services,venue facilities,guidance teams,organizational structures,and physical fitness monitoring in 31 provinces in China has increased compared with the base period in 2016.In terms of physical fitness monitoring index,Ningxia,Xinjiang and Tibet Autonomous Region lag behind.The central and eastern provinces mainly focus on the growth of sub-indices in guiding teams and organizational structures;Among them,Shanghai and Beijing are the best in optimizing the structure of public services;The central and western provinces concentrated on the growth of funds and site facilities indexes,of which Hubei,Anhui and Chongqing all increased greatly in terms of funds and site facilities.(2)Most of the top public sports service development index rankings of China’s31 provinces are mainly economically developed provinces in the east,while the lower ranking is mainly dominated by provinces with lack of economic development in the central and western regions,which is in line with the distribution of China’s economic development.However,from the perspective of growth,Anhui and Hubei in the central region have a large increase and have become the provinces that once rose in the central region.(3)China’s overall public sports service development index is very poor and standard deviation are gradually increasing,of which the range increased from 55.04 in2016 to 66.20 in 2020.It shows that the gap between provinces and cities is gradually widening,among which the public sports service development index of the economically developed provinces in the east is significantly higher than that in the economically underdeveloped areas in the west,forming a typical "gap between the rich and the poor" between the east and the west.(4)The proportion of public sports services hindered by funds and facilities in the eastern provinces of China has been decreasing year by year,and the internal structure is also constantly optimized and adjusted,gradually transforming into the development of public sports services hindered by organizational institutions and physical monitoring.However,the impact of funds and facilities in the central and western provinces has also been slowly reduced since the early stage,and there is still a lack in continuously optimizing the internal structure of public relations and sports services.Suggestions:(1)Preferential policies are tilted towards the central and western regions,and local governments should adapt measures to local conditions and rely on local characteristics and advantages to improve the development level of public sports services.(2)Strengthen the construction of systems and promote the smooth implementation of public sports service policies.(3)Optimize the development structure of public sports services,promote the coordinated development of regional public sports services,(4)Strengthen the publicity of national physical fitness monitoring services,and promote the "integration of sports and medicine"(5)The development level of provincial public sports services is incorporated into the performance of government functional departments. |
