Research On The Social Work Practice Of The Participatory Micro-transformation Of Human Settlement Environment Of The Q Community In Kunming

Since the reform and opening up,China ’s urbanization process has been rapid,urban spatial planning and regional area changes,a large number of urban economic and technological development zones,industrial and industrial parks,the establishment of new urban areas,in the nationwide "village relocation and combination" staged.The original rural lifestyle has been brought into urban communities.Problems such as domestic garbage,sewage discharge,clutter,and abandonment of public space are pending,which seriously affect the environmental quality of residents ’ living.In the process of urbanization,the living environment of the new generation of residents has become increasingly prominent,so it is extremely important to find an effective solution model.As the cornerstone of social governance,grassroots governance is also the basic guarantee and important support for social stability.As a member of grassroots governance,social work institutions empower residents to participate in the governance of human settlements environment through participatory planning to explore the root causes.As an innovative way for residents to participate in governance,community micro-renovation returns residents ’ independent life to the people.Under the premise of not changing the basic context and following the original spatial order,micro-renovation activates and effectively utilizes the external environment of the community.Community residents fully participate in the disposal of community space and decision-making of grassroots affairs,stimulate residents ’sense of ownership,and promote the healthy development of the community.In the community space activation,improve the living environment at the same time enhance the community residents ’ sense of participation,happiness,sense of belonging.This study mainly relies on the guidance of participatory governance theory,focusing on the micro-transformation of community human settlements environment.Taking Q community in Chenggong District,Kunming City,Yunnan Province as a practical research point,consulting and referring to relevant theories and practical research at home and abroad,clarifying the concepts of participatory governance,human settlements environment and micro-transformation,empowerment theory and participatory governance theory,combined with field data collection,taking the social work of Q community in Kunming City as the entry point,to understand the general situation of the community and the current situation of community human settlements environment governance,it is found that there is insufficient mobilization of participants in the community human settlements environment governance.Government organization execution supervision is not;residents ’ participation in governance is low;community organizations to participate in a single problem.The impact of such substantive problems is rooted in the fact that community neighborhood committees are not decentralized to the people,residents ’ public service awareness is weak,residents ’ governance level is low,and the lack of professional strength of social organization teams.Under the guidance of participatory governance theory,social workers carry out practical research on the micro-transformation of community human settlements environment.The research shows that the micro-transformation of community human settlements environment with unreasonable spatial planning and ineffective use of public space can adopt the following models : First,it is the primary task to awaken residents ’ awareness of participating in the governance of community human settlements environment.The weak sense of collective responsibility of residents themselves has led to the misrepresentation of community grassroots governance.Taking the public interest of residents as the entry point can arouse the awakening of residents ’ consciousness.The second is to build a professional community endogenous residents ’ discussion team.The reason why residents cannot effectively participate in community governance lies in the lack of participation channels.Social workers use their professional strength to help residents build procedures and systems to promote the normalization of residents ’ participation in community governance.The third is to build a governance platform for multiple subjects to participate in affairs.The single force of traditional government-led administration is difficult to solve the multi-level problems in community grassroots affairs.It emphasizes the cooperation of government,community,social organizations,enterprises and residents,so that resources can interact effectively,and multiple subjects can supervise and support each other.Fourth,strengthen the linkage of social organizations.As a member of the main body of grass-roots governance,social work institutions can continuously strengthen residents ’ awareness of participation.The combination of external and endogenous forces of the community can promote the formation of a multi-subject community normal human settlement environment governance mechanism.
