| Training and sending more talents to international organizations has gradually become an important strategy for countries to deeply participate in global governance. Many countries strengthen interaction with the international community through international organizations. It will not only help enhance countries’ international voice, but also expand their international influence.American talents are leading in international organizations.America is the typical representative of the talent-oriented model, taking universities as the main front of talents training and sending and yielding a good result.Compared with the United States, the representativeness of our country in international organizations is insufficient. It is worth borrowing ideas from the American universities.Compared with talent training, talent sending is a more critical bridge between universities and international organizations. Therefore, the main question of this study is: how do American universities effectively build and use social capital to help students work in international organizations? How does it interact effectively with external international organizations? This study further explores the effectiveness of American universities in sending talents to international organizations from three dimensions of social capital: opportunity, motivation and ability. This paper introduces the theory of social capital into the study of university vocational guidance. It focuses on sending talents to international organizations of American universities and how the social capital in its vocational guidance transform into students’ job hunting advantages.Through the excavation of the theoretical tools of social capital, the paper considers that research on social capital in universities should take both internal and external social capital into consideration and further determine the relationship network, motivation and resources of social capital.According to the research,American universities have established effective internal and external social capital. In terms of establishing relationship network,it has formed a multi-layer campus network with the career development center, career mentors and student associations. In addition, they have formed an off-campus network with alumni and employers by exploring key figures. In terms of the formation of motivation, universities form normative guidance by establishing the objectives and prospects about working in international organizations. Also,it consolidates the trust on campus and gains the trust of alumni and international organizations in order to promote the relations to play a lasting role.In terms of access to resources, universities provide students with the most critical information about joining international organizations, development resources that help students build relations and environmental resources generated by superior geographical location. From the perspective of social capital,we have the following three aspects of thinking based on the practical experience of American universities.First, the perspective of social capital will help rethink the nature of relations in the Chinese discourse system. The relations with international organizations should be positive, trusting and cooperative.Second, social capital belongs to each member of a group and all participants are needed to maintain it.The university needs to multiple parties to support talent sending.Third,we should not only pay attention to the relation itself, but also pay attention to the ideas and conditions behind the relation,so as to effectively tap the resources behind the relations and sustainably sending talents to international organizations.More importantly, from a global perspective, the talents in international organizations is also a necessary non-physical resource of a country.Hence,it is necessary for universities to establish more social capital for students looking for jobs in international organizations. This is not only a necessary means of talent competition, but also a mapping of international social capital between countries and international organizations. |
