In recent years, China has vigorously implemented the strategy of reinvigorating China through human resource development, but compared to developed countries, there’s still a wide gap in the field of international talent competition. Thus, under the national background of implementing “the Silk Road Economic Belt and the 21st-Century Maritime Silk Road Initiative”(“B&R”), it’s become a crucial topic of present ear that how to attract more outstanding overseas talents for China through human capital operation of international talents.The dissertation has some significance both in theory and practice. In the theoretical aspect, taking two models of international talent human capital operation as the main line, this study makes both theoretical and empirical research on the relationship among the subject, the object and mechanism of international talent human capital operation and their influencing factors, which enriches the development of human capital theory and expands the academic value and practical significance of human capital theory. In the practical aspect, this study provides theoretical and practical guidance for human capital operation of Qingdao “B&R” international talents. Qingdao as one of the typical “B&R” cities, its research on international talent human capital operation will bring inspiration and provide reference for other regions and cities on their international talent human capital operation, recruitment, selection, use, configuration and performance management.The main idea of this dissertation is to study the concept and theory of human capital and human capital operation throughout the human capital operation practice of Qingdao international talents. Based on learning and absorbing human capital theory, this study first summarizes the human capital management elements research model of international talents and the human capital management process research model of international talents to do the theoretical study; and then, this study goes through empirical research by conducting international talent questionnaires; and finally, analyses the research results and puts forward to countermeasures and suggestions.This study is made up of seven chapters, as follows:The first chapter is the introduction part, mainly introducing the research background, significance, content, models, ideas, methods, research difficulties, innovation and deficiency.The second chapter is research review part. In this section, the author studies the concepts of human capital and human capital operation respectively, and carries out literature and theory review on human capital and human capital operation research home and abroad.The third chapter is the theoretical basis and analysis section. In this part, the author first studies related concepts of international talents, followed by international talent human capital operation theory and three elements of international talent human capital operation, namely the subject, the object and the model of operation. Finally, the dissertation conducts a three-aspect theoretical study on the relationship of human capital operation and regional economic development.The forth chapter is the analysis and key issue part of Qingdao international talent human capital operation, mainly studying the status of human capital, operating subject, operating object, operating model of Qingdao international talent human capital operation, and summarizing the key problems of operating subject, operating object and operating model.The fifth chapter is the empirical investigation part, including the investigation process, content, questionnaire design, pre-test, structure verification of pre-investigation samples, official investigation samples and results analysis, etc.Chapter Six is the results analysis part. First, it states the international talent human capital production investigation results and analysis, including quantity and quality analysis of human capital increment operation, input and output analysis of human capital stock operation and the new external factors of human capital production. Second, it illustrates international talent human capital flow results and analysis, including impact factors of introducing talents environment and system environment. Third, it sets forth the result analysis of international talent human capital configuration, use and performance, including human capital configuration, usage analysis, and operational performance analysis. Forth, it sums up the key factors of international talent human capital operation process model.Chapter Seven is the suggestions for Qingdao international talent human capital operation and conclusion part. This section mainly provides suggestions like completing the top-level design of human capital operation, strengthening the carrier construction of regional human capital configuration, and increasing investment in human capital, etc. Besides, several innovative research conclusions based on empirical data are illustrated in this section, such as international talent human capital production, flow, use, configuration and performance management.The innovation of this dissertation mainly manifests in three aspects: Firstly, the originality of the topic. From an economic perspective, studying how to promote regional development by enhancing international talent human capital operation efficiency, is a relatively new research methods, which provides certain theoretical and practical value for enriching human capital theory and promoting the implement and development of human capital theory in practice.Second point lies in the innovation of research theory. Based on sorting out the logical thoughts of international talent human capital operation, this dissertation first innovatively summarizes the human capital operation elements research model and the process model of international talents; and then, based on the above findings, this dissertation studies the key elements of international talent human capital operation process model by factor analysis of Qingdao international talent human capital operation questionnaires, and makes preliminary conclusion on key factors and performance indicators of international talent human capital operation process model, which provides a high reference value for future research and also expands the research space of relative fields.The third innovation of this dissertation manifests in the originality of research perspective. Through field investigation and statistics data, this dissertation proves some of the innovative ideas of international talent human capital operation. In the aspect of international talent human capital production, through statistical data analysis and theoretical research, this dissertation obtains the following innovative perspectives: human capital flow of international talents will benefit the appreciation of international talent human capital value and higher investment income; domestic human capital stock plays a supporting role in human capital production structure of international talents. In terms of international talent human capital flow, the dissertation accesses to the perspective that is the incentive factor rather than hygiene factor that mainly influences international talent human capital flow. In the aspect of use, configuration and performance of international talent human capital, the dissertation clarifies that individual samples of entrepreneurial international talent human capital performance contributes more to regional economic development than individual samples of innovative international talents, and both kinds of talents play a positive role in contribution to regional economic development. These data and perspectives are all based on empirical research and statistics, so this dissertation cannot only provide data support for macro management and decision-making, but also provides reference data for academic research related to human capital operation. In the meanwhile, it also has a great reference value for other regions to better attract top talents and to operate human capital.
