Under the background of ‘double reduction’ policy,after-school services in primary schools are tending to be fully covered,and the policy clearly proposes to improve the quality level of after-school services.In this context,the implementation of the curriculum of after-school service in primary schools is not only an important choice for enriching the content,expanding channels and sustainable development of after-school service,but also a basic requirement for schools to play the role of educating people.In the ‘curriculum’ stage,there are some emerging problems in the field of after-school service in primary schools-insufficient after-school service curriculum resources and structural shortage of service content,which puts forward realistic requirements for schools to develop and utilize after-school service curriculum resources.At the same time,the society’s demand for after-school services is not limited to homework guidance but pays more attention to the content and form of quality development activity courses and attaches importance to the development of students’ ‘five educations’ simultaneously.Therefore,the school after-school service is in an important transition period,and the development and utilization of after-school service curriculum resources is imperative.This study mainly investigates the present situation of four public primary schools in Shanghai through questionnaires and interviews,and understands the teachers’ understanding of the importance,necessity,and content of after-school service curriculum resources.Investigate the present situation of the development and utilization of human resources,material resources,financial resources,time resources and resource guarantee in schools;Collect the evaluation of schoolteachers on the development and utilization of after-school service curriculum resources,including teachers’ self-evaluation and evaluation on the development and utilization of after-school service curriculum resources.Through the analysis of the present situation,it is found that the development and utilization of after-school service curriculum resources in primary schools are reasonable,but at the same time they are faced with many practical difficulties,such as the shortage of the number and structure of schoolteachers,the increasing workload of teachers,the lack of teachers’ understanding and practical experience,and the disagreement of parents.Material resources: insufficient auxiliary teaching materials,limited facilities,and space in the school,etc.Financial resources: shortage of funds and structural shortage;In terms of time resources,the duration of quality development courses is less;Lack of guarantee and evaluation of various resources.This study also investigates the main factors that affect the development and utilization of after-school service curriculum resources in schools,and analyzes the reasons in detail from teachers,schools,governments,society,and parents.Based on the analysis of the problems and reasons,combined with the existing literature and survey data,this study puts forward specific suggestions from the aspects of human resources,material resources,financial resources,time resources and resource security evaluation.For example,in terms of human resources,teachers should enhance their awareness of development and utilization;The school establishes a professional development and utilization team;School humanistic management,psychological counseling and decompression work.Material resources: fully tap the characteristics of after-school service curriculum resources;Pay attention to the development and utilization of after-school service curriculum resources.Financial resources: the government improves the financial support for after-school services;Schools moderately increase service charges;Expand the channels of social assistance funds.In the arrangement of time resources,it is necessary to reduce the duration of subject courses and increase the duration of quality development courses.Resource guarantee and evaluation: the government formulates guidelines and gives procedural guarantee;The school establishes an evaluation mechanism for the development and utilization of after-school service curriculum resources.
