Research On Policy Transition From "Independent Enrollment" To "Strengthening Basic Disciplines" Based On Multi-source Theory

The independent enrollment of colleges and universities is a unique enrollment method based on factors such as the school’s own development,training objectives,teaching resources,and market demand.Since the state selected three colleges and universities to carry out the pilot work of the independent enrollment policy in 2001,the independent enrollment policy has been implemented in our country for 20 years.With the continuous development of our society,in order to adapt to the new requirements of the market for personnel training,the policy has been adjusted differently at different stages.However,with the continuous deepening of my country’s deepening reform and the new requirements put forward by the market,the enrollment policy of colleges and universities needs to move towards new development.Based on the framework of the multi-stream theory,this paper sorts out and introduces the historical development stages of the independent enrollment policy.Using the multi-source theory,this paper conducts a comprehensive analysis of the change process of enrollment policy from three aspects: problem source,policy source and political source.Through the investigation of its policy changes,it reflects and summarizes the obstacles in the process of educational policy changes and their origins.Then,the research on the change process of public policy in my country from abstract to specific,from general to special is carried out.At the same time,according to the research,it can be found that there are many obstacles in the process of policy changes in our country,and according to these obstacles,relevant suggestions are put forward from the aspects of problem source,policy source and political source,in order to better complete the public changes in policy.The college enrollment system is an important part of my country’s college entrance examination system,which has a huge impact on the cultivation of innovative talents,social development and educational equity in our country.The research on the policy transition from "independent enrollment" to "strong base plan" from the perspective of multi-source theory not only plays a crucial role in promoting the development of my country’s higher education,but also plays an important role in testing the applicability of multi-source theory in my country.significant.
