Abstract/Summary:
The balanced development of basic education has important practical significance for realizing social justice,narrowing the gap between the rich and the poor,breaking the solidification of classes,and achieving the talent flow.At present,the main contradiction in our society has turned into a contradiction between the people’s growing need for a better life with the unbalanced and insufficient development.As far as the basic education stage is concerned,it is manifested in the people’s yearning for a fairer and better quality basic education.The report of the 19 th National Congress of the Communist Party of China clearly stated: "Efforts should be made to ensure that every child can enjoy a fair and quality education." Tianjin has achieved a basic balance of basic education.However,different districts and counties have different policy environments,economic foundations,and social atmospheres.These factors will all have an impact on the balanced development of basic education in Tianjin.First,this thesis combs the theories and concepts related to the development of basic education at home and abroad and lays the foundation for follow-up research.This thesis selects Tianjin as the research object,observing from the perspective of district-county balance,then collects and organizes relevant data on the balanced development of basic education.Combining with policy documents,drawing on the index system of domestic and foreign institutions and scholars evaluating of the balanced development of education,using descriptive statistics from the three aspects of education funding,human resource allocation,and hardware facilities,selecting indicators such as public expenditure per student,student-teacher ratio,and number of books per student for analysis.Using CV and PCA to evaluate the balanced development of basic education in Tianjin comprehensively,finding that there are differences in the distribution of educational resources among the counties of Tianjin.Then analyze the factors that affect the imbalance of basic education among the counties in Tianjin,and try to find a local solution by reading foreign documents and learning from the methods of foreign governments to deal with related problems.At last,based on the previous analysis,suggestions are made to promote the balanced development of basic education in Tianjin from the aspects of education financial system,policy guarantee mechanism,and cross-regional education cooperation.
