Basic education as a basis for national education, and its level of development is not only related to theharmony and social justice, but also on the quality of the entire country andthe prosperity of the country.Through the rational allocation of resources can promote thedevelopment of basic education and improvingthe quality of education in, but also to protect the education fair. Henan population, which requires theprovince at the time of the integration of limited educational resources allocation, more should payattention to fairness. So as to achieve a balanced development of basic education in Henan Province, andhas great significance for promoting the development of China’s education reform and achieve long-termgoals of national education.This thesis consists of five parts. The first part is an introduction, mainly on the research background,significance, literature review, research ideas, research methods. In the second part is mainly urban andrural educational resources on the basis of theoretical analysis, to analyze from related concepts and basiceducation, and other aspects of the theoretical basis of a more comprehensive exposition of the meaning ofbasic education standards and the allocation of resources. In the third part of the phenomenon in which thedevelopment of basic education in Henan province were demonstrated to school resources, funding for theanalysis of configuration and teachers point to identify the basis for the problems of education in Henanprovince, and these issues raise the quality of education to build a harmonious society and other aspects ofa very bad influence. Then this paper, based on theoretical analysis, the same time have other provinces,for example, to explore its successful experiences and lessons learned, its essence to its dregs in order tobetter implement basic education equalization. Therefore, the thesis of successful experience in severalprovinces in the country to promote the process of basic education achieved were introduced to a broaderperspective to look at our education problems.
