As an important basis for national talent training and education layout,rural secondary education is one of the main factors affecting the balanced development of national education and social stability.Teachers of rural secondary school is the key resource for the stable development of rural secondary education system.In recent years,due to the low economy level and so on,there are many problems about turnover of teachers in rural middle schools.Firstly,a considerable number of young and middleaged excellent teachers have been leaving rural middle schools for the central cities with developed economies and rich educational resources.And meanwhile,the quality of teachers who are willing to work for rural middle schools is generally becoming low.Above problems has further widened the gap between urban and rural teacher allocation.Because of above situations,it is more difficult to keep the national education equity and the balanced developing of compulsory education.In this study,the most reasonable and scientific implementation strategies for the problems of mobility of rural middle school teachers are provided to promote the more reasonable mobility of rural middle school teachers and ensure the realization of educational equity and the balanced allocation of educational resources.The study is conducted as followed.Firstly,hundreds of relevant documents on teacher mobility were collected,more than 50 of which were summarized and used to support the study.Secondly,the basic information of teacher mobility(including the number,gender,age,educational background,professional title,teaching experience,position and flow direction)in Jintang County’s rural middle schools(12 in total)in recent five years were counted,and the teachers of five representative rural middle schools are selected to conduct a questionnaire survey,which is mainly about the willingness and reasons for the mobility of rural middle school teachers.Then,the interviews of the school leaders,front-line teachers and some teachers who have leave the five rural middle schools in Jintang County,whose teacher mobility is relatively frequent,were conducted,and the main characteristics of teacher mobility in rural middle schools in Jintang County were analyzed to rasp the current situation of teacher mobility in rural middle schools in Jintang County as a whole.On the basis of current situation of teacher mobility,the unreasonable mobility of rural middle school teachers and the reasons behind the problem were discussed and explored.Finally,combining the theory of education equity,the theory of power resource management and Maslow’s theory of hierarchy of needs,the countermeasures to promote the reasonable flow of rural middle school teachers on the perspectives of policy,management and work were mentionedThis study started with empirical statistics,questionnaires,interviews and many other practical bases,so as to find out the actual problems in the flow of rural middle school teachers and explore the reasons behind the problems,and then explore the countermeasures and suggestions to promote the reasonable flow of rural middle school teachers based on relevant theoretical basis.This study can help the education administrative department to better manage the reasonable flow of rural middle school teachers,provide suggestions for accelerating the balanced allocation of urban and rural teacher resources and the balanced development of compulsory education,and also contribute a small part to the realization of education equity.
