Research On The Policy Support Of College Students’ Local Employmentin Qinhuangdao In The Context Of Beijing-Tianjin-Hebei Integration Strategy

Since the implementation of Beijing-Tianjin-Hebei integration,"Beijing-Tianjin R&D,Hebei transformation" is leading the economic development of Hebei.Taking full advantage of this major opportunity,Qinhuangdao City has introduced a large number of talent policies,aiming to attract a large number of talents to join the construction of Qinhuangdao City,especially in the field of high-level talents,it has formulated targeted policies and achieved good results.At the same time,due to their different educational backgrounds,college students in Qinhuangdao City have large differences in their employment situation.The local employment situation of doctoral graduates is relatively good,the local employment rate of bachelor’s degree level is average,while the local employment rate of specialists is relatively low,anda largenumberofbachelor’s and specialist students choose to work outside Qinhuangdao City.Qinhuangdao City’s employment policy has specific groups targeting employment difficulties,but there is still a lack of response from college graduates in the implementation process,and the policy has not fully played its due role.This paper takes the local employment policy of college students in Qinhuangdao City as the research object,based on the theory of government intervention and labor supply and demand,through questionnaires and field visits to fresh graduates of Qinhuangdao City,to understand the implementation of the current local employment policy in Qinhuangdao City.This survey is aimed at college students in Qinhuangdao City,and a total of 1340 valid questionnaires were collected.At the same time,interviews were conducted with college staff and government staff engaged in employment.By sorting out the survey data,it is found that at the student level,Qinhuangdao City ranks low in the employment location choices of fresh graduates from colleges and universities in Qinhuangdao City,mainly because students do not know enough about the employment policies of the local government,and do not have enough knowledge about the opportunities brought by the integration of Beijing,Tianjin and Hebei.and at the university level,schools and teachers have great influence on students’ employment regions,and it is very necessary to use universities to promote students’ employment regions.The richness is also very necessary.At the government level,there are problems in the formulation and implementation of the local employment policy in Qinhuangdao City,such as such as mismatch between policy supply and demand,employment attractiveness needs to be improved,employment policy attention to low-educated groups in colleges and universities needs to be increased,the publicity effect of employment policy needs to be strengthened,and government-school-enterprise cooperation needs to be deepened.In view of the problems existing in the implementation of the current local employment policy in Qinhuangdao City,it is proposed to take the integration of Beijing-Tianjin-Hebei as an opportunity to intensify regulation power of policy,expand regional employment demand,continue to improve the employment policy,broaden the coverage of the policy,further improve and strengthen the publicity of the employment policies,deepen government-school-enterprise cooperation,and improve employment services for college students.The research aims to improve the implementation effect of local employment policy and attract more talents to help economic and social development of Qinghuangdao City.
