| University-run enterprises play a positive role in the development of the national economy and education.With the development of social economy and the expansion of the scale of university-run enterprises,some problems in enterprises are gradually exposed.The establishment of a modern enterprise system is the only way for the development of school-run enterprises.It requires fundamental reform of the enterprise personnel placement system and reconstruction of a new mode of enterprise personnel placement.The diversion and placement of personnel in the restructuring of school-run enterprises in colleges and universities is directly related to the normal production of enterprises and the stability of campuses.Finding out the problems faced by personnel diversion and settlement and solving the existing problems is the urgent work for the school-run enterprises in today’s universities.Colleges and universities should better carry out personnel distribution and placement,and enrich the standardized construction of school-run industries,so that the restructuring of wholly-owned enterprises in colleges and universities can proceed smoothly and steadily.Taking the new public service theory as the core theoretical basis,conflict theory and communication theory as auxiliary theories,this paper comprehensively uses the methods of literature analysis,case analysis and investigation analysis to study the management system reform of school run enterprises of G college in D city.It is found that the implementation effect of personnel resettlement in the restructuring of school run enterprises of G college in D city is poor,and there are problems such as unreasonable staff resettlement.The main reasons are that the resettlement process and system are imperfect,the implementation mechanism is rigid,the content strategy is single,and the security work is not in place.In this regard,according to the new public service theory,this paper puts forward that the human resources reform of G college in D city should be based on the new public service theory,build a scientific restructuring system,formulate a reasonable resettlement mechanism,ensure the perfect implementation of the resettlement content,optimize the restructuring diversion safeguard measures,promote the scientific staffing of the school and enterprises,make the school and enterprises settle smoothly in the restructuring,and develop scientifically after the restructuring,It makes a contribution to the orderly development of the reform of school run enterprises in China. |
