The implementation of the pilot policy,as a powerful exploration of the Chinese model,is a policy testing tool and a way of governance unique to China.Sports governance and national governance are interdependent relationships between the local and the whole,and China’s sports governance system is the foundation for advancing the construction of a strong sports nation,realising the Chinese national sports dream and promoting the comprehensive,coordinated and sustainable development of sports.Therefore,it is of great value and significance to explore the operation mechanism of the pilot policy in the field of sports in China,and to promote the modernisation of the governance system of sports governance capacity in China.This study uses the methods of literature reading,policy text analysis and logical analysis to collect and analyse texts on China’s sports pilot policies,to outline the basic situation of China’s sports pilot policies,to construct and elaborate a theoretical model on the mechanism of the operation of China’s sports pilot policies,and then to conduct an in-depth study on the mechanism obstacles and optimisation strategies of the operation of sports pilot policies.The following conclusions have been drawn from the study.Firstly,China’s sports pilot policies have both historical inheritance and innovative exploration,with both national-level dominance and local-level fumbling attempts.Based on the two dimensions of the degree of authoritative regulation and the path of knowledge production,sports pilot policies can be divided into four main types,namely directive,initiative,authorised and supportive.At the same time,China’s sports pilot policies also show characteristics such as the hierarchical nature of policy subjects,the selectivity of central control and the high adaptability of policy learning.Secondly,the operational mechanism of China’s sports pilot policies is mainly based on three dimensions:policy organisation structure,policy implementation process and policy diffusion function,as well as five categories:coordination mechanism,control mechanism,motivation mechanism,demonstration mechanism and radiation mechanism,which interact with each other and influence each other,thus jointly explaining the macroscopic pulse and progressive clues of the operational mechanism of sports pilot policies.Thirdly,there are mechanism obstacles in the operation of China’s sports pilot policy,namely,mechanism obstacles in the organisational structure of the policy,such as imbalance in the vertical power game of the government,blindness in the horizontal competition of interests of the government and complexity of cross-sectoral coordination and regulation;mechanism obstacles in the implementation process of the policy,such as differences in preferences at the policy-making level and paradigmisation in the implementation at the specific operation level;mechanism obstacles in the diffusion function of the policy,such as the lagging participation of the higher government in guaranteeing measures and the unconvincing experience of typical parties.Fourthly,to scientifically address the problems in the operation of China’s pilot policies and reduce the negative impacts arising from institutional barriers,it is necessary to take legal safeguards as a prerequisite and optimise the relevant mechanisms in the three dimensions of policy organisation,policy implementation process and policy diffusion function:improving institutional system arrangements,strengthening the quality training of pilot personnel,implementing rational allocation of resources,enhancing the use of efficient tools,establishing a monitoring and feedback mechanism,introducing a multi-disciplinary review process,establishing a pilot fault tolerance mechanism and multi-disciplinary incentives to promote the effects of policy diffusion.
