| For a long time,the quality of higher education slide has become a hot topic of social attention,especially after higher education in our country entered a popular stage,the contradiction between the sharp expansion of the scale of higher education and the improvement of quality is more prominent.As the main bearers in the process of popularization of higher education in our country,most of the contradictions of imbalanced and inadequate development of the higher education quality concentrate on the local colleges and universities.In the face of the changes in the new era,such as the diversity of students,the diversity of study intention,the increasing demand for high-quality education resources and the transformation and development of social and economic structure,the quality assurance system and quality management concept of elite and popular higher education can no longer meet the development needs of higher education in the new era.To comprehensively promote the construction of undergraduate education quality culture has become the key point to solve the problem of undergraduate education quality,improve the quality of talent training and enhance the competitiveness of local colleges and universities.Based on this,this paper explores the current status and existing problems of the quality culture construction in Chinese local universities,and tries to put forward countermeasures to solve the current dilemma.Based on the review of relevant literature at home and abroad,combined with the characteristics of the current popularization of higher education,the positioning of local colleges and universities,the characteristics of talent training and other aspects,this study puts forward the connotation,main characteristics and components of the undergraduate education quality culture of local colleges and universities in the popularization stage,as one of the theoretical basis of the study.At the same time,with the help of the new institutionalism theory of organizational analysis,the analysis framework of this study is built,and the organizational reform of the construction of undergraduate education quality culture in local colleges and universities is analyzed in a larger social and power field.This paper explores the dilemma of the construction of undergraduate education quality culture in local colleges and universities and the countermeasures by constructing the structural framework of the organization’s external environment(government,market and university or college),the organization’s rational choice(organization’s understanding of policies and interest balance)and the organization’s individual choice(actors’ institutional interests).Then,through the empirical research method of questionnaire survey and interview,we deeply understand the current situation and existing problems of the construction of undergraduate education quality culture in local colleges and universities,and find that the effect of the construction of undergraduate education quality culture in local colleges and universities is not optimistic.There are difficulties in the construction of undergraduate education quality culture at the spiritual level,the lag of undergraduate education quality culture at the institutional level,the shortage of undergraduate education quality culture at the behavioral level and the shortage of undergraduate education quality culture at the material level.The fundamental reason is that the construction of undergraduate education quality culture in local colleges and universities is restricted and hindered by the structural power constraints of the external field,the legitimacy identification and selective implementation of the main body of local colleges and universities,and the institutional interest selection and negative participation of the internal members of local colleges and universities.Therefore,it is necessary to adjust the traditional "administration-led" institutional arrangement and "top-down" policy implementation mechanism to form the driving combination of external structure and internal subject,and promote the formation of "bottom-up" organizational action logic in the construction of undergraduate education quality culture in Chinese local colleges and universities.It is necessary to pay attention to the external structure and opportunity field that have an impact on institutional change.It is also necessary to innovate the management mode of the organization to adapt to the characteristics of the development of higher education in the new era.More importantly,it is necessary to pay attention to the actors’ choice of action based on their own interest preferences,constantly promote the construction effect of the quality culture of undergraduate education in local colleges and universities,and truly realize the high-quality development of undergraduate education in local colleges and universities. |
