General Secretary Xi Jinping stressed at a symposium for teachers of ideological and political theory courses in schools that it is important to promote the reform and innovation of Civics courses and to continuously enhance the ideological,theoretical and affinity and relevance of Civics courses.On 8 November 2022,the Ministry of Education promulgated the Opinions on Further Strengthening Civics Courses in Primary and Secondary Schools in the New Era.The Opinions state that it is important to promote the integrated construction of ideological and political education in universities and primary and secondary schools,give full play to the key Civics curriculum,closely liaise with the actual situation of primary and secondary schools,and deepen the reform and innovation of Civics and Political Science classes in primary and secondary schools.The term "reform and innovation of the Civics course" has become a hot topic nowadays,which fully reflects the high importance that the Party and the State attach to the reform and innovation of the Civics course.In this context,as a key course for establishing moral education,the subject of senior secondary school ideology and politics should firmly grasp the great opportunity of reform and innovation of Civics and Politics,and through the integration and innovation of OBE concept,continue to promote the reform and innovation of teaching practice,continuously improve the quality of senior secondary school teaching,and scientifically and effectively implement the core literacy of the subject.The article consists of three parts: the introduction,the body and the conclusion.In the introduction,the background of the current research on teaching based on the OBE concept is discussed,the current situation of research on the OBE concept and core literacy in ideology and politics is analysed,and the research significance,research ideas and research methods of this topic are explained on the basis of further summarising the existing research results.In the first chapter,the concepts of OBE concept and core literacy of ideological and political subjects are defined,the theoretical basis,logical relationship and main features of OBE concept teaching are analysed,and the theoretical basis for the research on teaching strategies of high school Civics based on OBE concept is laid through the comparative analysis of OBE concept education and traditional education.Chapter 2,through the scientific research methods of literature research method,information research method and comparative analysis method,explores the current situation and reasons of senior secondary school Civics under the perspective of OBE philosophy,and provides ideas for the generation of teaching strategies.In the third chapter,by exploring the fit between the OBE concept and the teaching of senior secondary Civics,a teaching strategy for senior secondary Civics based on the OBE concept is formed.With warmth,depth and strength as the value point for the construction of teaching strategies,teaching strategies such as learning outcome orientation,expanding students’ development opportunities,increasing the challenge of learning and reverse teaching design are established.In the fourth chapter,the teaching strategies based on the OBE concept are used as a guide,and the teaching examples of high school Civics classes based on the OBE concept are used as a pedagogical demonstration to open up new perspectives for the innovation of teaching practices in high school Civics classes.In the concluding part,by retracing the process of this study,summarising the shortcomings of the current study and the directions for further research in the future,the practical value and development prospects of teaching senior secondary Civics based on the OBE concept are foreseen.In conclusion,the OBE concept has injected new teaching vitality into senior high school Civics and has prompted advanced teaching concepts to reshape the teaching practice of senior high school Civics and to realise the value pursuit of establishing moral education.Based on the OBE concept,the teaching of high school Civics and Political Science is conducive to cultivating the core literacy of high school students in the subject of ideology and politics,so that the "backwaters" of the new era can achieve the all-round development of moral,intellectual,physical,aesthetic and social development.
