Rule Governance Achieved Through The Residents’ Convention

With the rapid development of urbanization,the homogeneous living communities gradually turn to the heterogeneous and unfamiliar communities.Especially in the relocated communities in megacities,the main subjects of residents are diverse and the degree of individuality is relatively high.At the same time,a large number of migrants pour into the urban communities,and the social mobility intensifies,which poses a test for the way of community governance.In this context,this study in Shanghai hong mei street hua yue community residents convention as a case,on the basis of austrom autonomous governance theory,using case study,semi-structure interview and participate in observation method,explore in a large resettlement community,how to establish everyone abide by the convention,and then build the effective path of the governance rules.On the basis of data collection,this paper first describes in detail the prominence of community governance problems brought by Huayue community due to group rent.We should explain that the perspective of this article is not how to manage the group rent problem,but the governance problems in the community,among which the problems brought by group rent are typical.The limitations of the government movement regulation and the effectiveness of the leading governance of the neighborhood committee are declining,so the positive role of the residents’ convention in the urban community governance should be played.Through the investigation of the formation process of the residents ’convention,it is found that the residents’ bottom-up community consultation is not only different from the previous top-down subject governance of the neighborhood committee,but also can promote the effective governance of the community,and then think about the operation logic of the residents’convention is more inclined to make the community residents pay attention to public issues,reflects is a rule,and explore through residents convention to form rules of governance to promote effective community governance is possible.Then this paper analyzes the functions and limitations of the resident convention in the practice of community governance,and further explains the action strategy of deepening the concept of rules.The study found that the residents’ convention was established and played a role in providing a new way of governance,mainly due to the mobilization of residents to participate in community governance.Specifically,the shaping of community public spirit,the cultivation of the discussion group and the whole process democracy are the foundation of forming community rule governance,which effectively solves the problem of credible commitment;besides,rules are targeted and are the behavior guidance of the specific problems highly relevant to residents’ lives.From the perspective of social work,community social work always contains the elements of empowerment,and when the participating residents can develop effective rules to help solve community problems,empowerment activities can have a more effective impact.Therefore,social work needs to be good at exploring community resources,creating a community culture of active participation,and using participatory work methods to empower residents,effectively improve the participation ability of community residents,so as to ensure that residents are not marginalized in the participation process,which can play an ideal role in promoting the governance of community rules.
