Closed self-development is difficult to meet the needs of The Times,cooperation and development has become an unavoidable theme in today’s world.As one of the ways of cooperation and development in the field of higher education,regional higher education collaboration can set the high-quality higher education resources in the region,gather regional intelligence and plot the road of development of regional higher education,thus improving the level of regional higher education and promoting the overall strength of higher education in our country.The Yangtze River Delta,Beijing-Tianjin-Hebei and Guangdong-Hong Kong-Macao are representative regions with important positions in China,and it is of great significance to explore their experiences in the synergy of higher education to promote the synergy of subsequent higher education with high quality.This article revolves the regional higher education how to achieve high quality synergy "the central issue of study,based on the theory of synergy theory and triangle coordination theory,with Hong Kong and Macao to Yangtze river delta,beijing-tianjin-hebei,and as the research object,in combination with the practical situation of the three coordinated development of regional higher education,build the regional higher education cooperation mechanism analysis framework,By using the methods of comparative research and text analysis,this paper compares and analyzes the three regions from the perspectives of higher education policy coordination mechanism,higher education organization coordination mechanism and higher education guarantee coordination mechanism,and discusses the effective strategies of high-quality coordination of regional higher education.Firstly,in the policy coordination mechanism,the three regions are compared from the two aspects of policy release and policy content.The results show that the three regions have rich policies for higher education coordination,and many agreements have pointed out the way for collaborative practice.In terms of content,the relevant policies are guided by the idea of innovation,covering a wide range of contents and focusing on human development,but all of them need to be developed and improved.Due to the inconsistency of the actual situation in each region,the three regional policies have different targets and main players who play a major role in the signing of the agreement,as well as different development goals and emphases of the policy agreement.Secondly,in the organizational coordination mechanism,according to the logic from the whole to the part of the three regions of the organization and university alliance has been analyzed.In terms of the overall comparison results,there are a large number of the three regional organizations,each of which plays its own role.The university alliance becomes an important carrier and plays an important role,but the type of platform and the scope of university cooperation are inconsistent.According to the results of partial comparison,the three regional university alliances are rich in types and play an important role in higher education cooperation with the characteristics of virtual-real combination,but there are differences between the main body of the alliance and the development degree of each regional university alliance.Thirdly,from the three aspects of information element integration,talent development and management,this paper analyzes the characteristics of the three regions respectively with the carrier of meetings,activities and management participation of the main body.Through the comparative study,it is found that in terms of the integration of information elements,the three regional conferences are numerous and of great significance.They provide channels for regional information exchange,but the scope and purpose of information sharing are different.In terms of talent development,the three regions have rich activities and are committed to talent development,but the way and degree of development of activities are adapted to local conditions.In terms of management,the Yangtze River Delta,Beijing-Tianjin-Hebei and Guangdong,Hong Kong and Macao all encourage multi-subject participation in management,but the enthusiasm of universities to participate in coordination is inconsistent among different regions.Based on the results of the above comparative analysis,this paper summarizes the experience and deficiencies of the three regions in the process of collaborative development,and puts forward subsequent suggestions on the collaborative development of higher education from the three dimensions of policy,organization and security.First,at the policy level,we should optimize the collaborative policy system and strengthen the guiding role of policies in the collaborative development of higher education.We should not only establish a complete collaborative policy system of higher education,but also establish a policy system dedicated to the collaborative development of higher education.Secondly,at the organizational level,it is necessary to promote the optimization and innovation of the organization and give play to the role of university alliance in promoting the synergy of higher education.It is necessary to promote the improvement and improvement of the collaborative organization and platform of higher education,and establish university clusters to give full play to the advantages of clusters.Thirdly,at the guarantee level,multi-subject participation should be encouraged to strengthen the guidance of innovation to the collaborative development of higher education.It is not only necessary to expand the channels of information exchange,strengthen the promoting role of activities to the collaborative development of higher education,but also to encourage multi-subject active participation in the collaborative practice of higher education,and to establish a comprehensive mechanism of the collaborative guarantee of higher education.
