In the era of knowledge economy,teachers are the most valuable human capital of the higher education system.Knowledge innovation and educational innovation have put forward higher requirements for teachers’ development.The teaching management of colleges and universities should also keep pace with the times and adapt to the reform of educational evaluation and system innovation in the new era.The current teaching evaluation of teachers in our country is dominated by the evaluation of educational performance.Although it can play a short-term promotional role,it is difficult to form a long-term incentive effect.The fundamental purpose of developmental teacher teaching evaluation is to promote teachers’ professional development.It not only pay attention to teachers’ performance before evaluation,but also emphasizes teachers’ reflection and improvement of their own teaching behavior after evaluation and give teachers respect and autonomy fully.Viewing teachers’ teaching evaluation from a developmental perspective can promote teachers’ personal development,professional development and organizational development,so as to achieve the requirements of comprehensive development.Beginning with effective teaching theory,McGregor theory,Bloom’s formative evaluation and fourth-generation education evaluation,it uses literature research method,physical analysis method,analytic hierarchy process and other research methods.Through the systematic analysis of the teaching evaluation system of teachers in Harbin universities,this paper analyzes the problems existing in the teaching evaluation system of most universities.Including the main body of teaching evaluation is still lacking,the overall proportion of student evaluations is not high,the soundness of the indicator system is relatively low and the setting of training institutions is mere formality,etc.And analyzed the causes of many problems,including the biased value orientation of evaluation subjects,the separation of evaluation rights and responsibilities,the lack of scientific guidance in index setting and the establishment of evaluation institutions is mere formality,etc.Multiple evaluation subjects including students,teachers,peers,supervisors and leaders are selected to design evaluation index scales with different contents and emphases.As an expert in teaching quality evaluation in colleges and universities,the evaluation scale is specifically divided into theoretical courses and practical courses to enhance practicality and pertinence.Using the analytic hierarchy process to analyze the evaluation index,calculate and determine the weight of the evaluation index step by step and finally construct a scientific,reasonable and highly operable teaching evaluation system for teachers in Harbin universities based on developmental evaluation.Some application suggestions are put forward for the existing evaluation system of Harbin universities.In terms of evaluation methods,it is proposed that teachers should adopt file bag evaluation,linkage experts to stimulate peer evaluation vitality and set up independent teaching evaluation supervision department.In terms of evaluation subjects,strengthen the concept of student centered evaluation,carry out midterm evaluation and final evaluation and increase the proportion of students’ evaluation.In terms of evaluation index,advocating the establishment of a hierarchical and classified evaluation system,comprehensive use of statistical analysis tools and the establishment of evaluation index information pool.In terms of teacher development,it is recommended to improve traditional teaching methods actively,organize and carry out preservice teaching training and improve teacher teaching incentive mechanism. |
