| In recent years,with the acclererating process of new urbanization in China,more and more new schools in cities,on the one hand,can ease the pressure of student population,on the other hand,can also reduce employment pressure.With the implementation of the "two self and one package" management system reform in new schools,school personnel management work should also be adjusted accordingly,in order to attract talents and reserve teachers for the steady development of new schools,which is an important way and method to promote the development of new schools.Therefore,this paper aims to explore the human resource management model of new schools in the context of the "two self and one package" reform of new elementary schools,to explore the talent management model of new schools under the self-management model,and to provide countermeasures for new schools to build a high-quality professional teacher team and ensure the continuous improvement of education and teaching quality.This study takes S elementary school in H city as a case,and employs the methods of literature research,survey research,observational study and investigate teachers in S elementary school,and investigate them in five dimensions:teacher recruitment,training,salary and performance assessment,incentive effect,and evaluation of "two self and one package" reform respectively.The problems that remain include the lack of publicity,planning and job analysis in teacher recruitment,the lack of practical aspects in training,and the lack of clear career development plans for teachers.The reasons for these problems are:the policy has not yet been fully rolled out and the reform is in the exploration period;the lack of comprehensiveness and sustainability of the school’s talent recruitment planning;the teacher management system needs to be improved;and the practice of the teacher professional development concept is not comprehensive enough in the teacher training process.The paper proposes optimization strategies to address the above problems:strengthening government support for school reform;designing a scientific and comprehensive talent recruitment plan;establishing a clear human resource management concept;enhancing the feasibility and effectiveness of the teacher management system;and guiding teachers toward a positive professional growth path. |
