| With the issuance of the National Fitness Plan(2021-2025)and the National Fitness Guide(2017 edition),the state has deepened the development of mass sports work and paid more attention to the cultivation of social sports guidance talents.On March 23,2022,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Building a Higher Level of National Fitness Public Service System,which again emphasized " to improve the professional level of fitness sports,develop a team of public welfare social sports instructors,and guide them to carry out voluntary fitness service activities in accordance with the law.” Therefore,the public welfare social sports instructors are the main force to promote the national fitness cause and guide the public fitness scientifically.This paper uses the literature data method,expert interview method,questionnaire survey method and field investigation method,takes the public welfare social sports instructors in Beijing as the main body and the cultivation mechanism as the research object,analyzes and studies the current cultivation mechanism of the public welfare social sports instructors in Beijing,and draws the following conclusions:(1)From the perspective of gender and age,women and retirees are the main force of public welfare social sports instructors in Beijing.In terms of education,the public welfare social sports instructors in Beijing mainly have high school and technical secondary school education;from the grade and length of experience,the team stability remains at a high level.At the same time,their frequency is variable;the guidance period is mainly in the morning;30-90 minutes.The services is mainly for community residents;in parks or squares;Taijiquan/ sword / fan / umbrella,fitness Qigong and dance.(2)Under the guidance of the Technical Grade Standard for Social Sports Instructors,the cultivation objectives of the public welfare social sports instructors in Beijing lack certain flexibility,with only a rigid regulation and no category classification.This situation also shows to some extent that our country only pays attention to the education of knowledge in teaching,but ignores the cultivation of its practical operation ability.(3)The general characteristics of the reward system for public welfare social sports instructors in Beijing are: emphasizing spiritual reward and light material reward.There are some phenomena such as the incomplete coverage rate of incentive measures,the inconsistent incentive methods between various districts and departments,and the disharmony with the incentive measures expected by the research objects.(4)The cultivation of Beijing public welfare social sports instructors is sponsored by Beijing Municipal Sports Bureau and undertaken by Beijing Social Sports Management Center,which is mainly divided into grade cultivation of social sports instructors and post recultivation(also known as continuing education).The survey found that the instructors get the cultivation opportunities mainly through the recommendation of the community;the cultivation is to improve special technical skills;the cultivation method of learning theoretical knowledge online and learning special skills offline enables students to quickly integrate theory to practice to achieve the purpose of cultivation.(5)The security system for cultivation public welfare social sports instructors in Beijing is composed of economic and resource security and public policy support.Economic and resource security mainly comes from government departments,social organizations and individuals or enterprises.At the same time,its development is also inseparable from the guarantee of relevant laws and regulations and the support of public policies.(6)A relevant satisfaction survey was conducted on 626 respondents.According to the data,it can be seen that the overall evaluation of the current cultivation of public welfare social sports instructors in Beijing is relatively high,but there are also some unsatisfactory results.Among them,"cultivation teachers" get the highest satisfaction,while "cultivation registration method" has the lowest satisfaction.In order to further improve the cultivation mechanism of the public welfare social sports instructors in Beijing,the following optimization strategies are proposed for the cultivation of public welfare social instructors in Beijing: including the organization and management system of volunteer service in China;strengthening the publicity of public welfare social sports instructors;improving the cultivation system of public welfare social sports instructors;and optimizing the support of public welfare social sports instructors... |
