| With the deepening of the global information revolution,China’s information construction has made remarkable achievements.Informatization and industrialization are integrated and accelerated.Informatization has gradually penetrated into every corner of social life,and driven information consumption to become a highlight in the upgrading of consumption structure.At present,the international situation is complex and changeable,the economic development of various countries fluctuates violently,the epidemic situation of Xinguan is gradually improving but not stable,and enterprises are often closed.However,in the past period of fighting against the epidemic and the subsequent epidemic,the emerging information consumption hotspots and new business formats have broken the traditional time and space boundaries of employment.Information products and services give full play to their own advantages,enable the resumption of work and production,and greatly increase the employment absorption capacity,which is of great help to stabilize employment.Therefore,this paper deeply discusses the role of information consumption and informatization in employment,and studies the impact of information consumption on employment by taking the national information consumption pilot city construction policy as the policy impact.This paper first summarizes and combs a large number of domestic and foreign scholars’ relevant literature,discusses around information consumption and employment,then introduces the definition and characteristics of relevant concepts,and then analyzes the specific impact of information consumption on employment from both positive and negative perspectives,and then reveals the internal mechanism of the impact of information consumption pilot policies on employment through theoretical analysis,explores the impact mechanism,and puts forward relevant assumptions.Then collect data,conduct empirical analysis to determine the impact,analyze the impact of the pilot information consumption policy on the employment rate,and get the research conclusion.In the research process,271 prefecture level city panel data from 2008 to 2019 were selected for empirical analysis from a macro perspective.The employment of each city was set as the explained variable,and the indicators affecting the employment were taken as the control variables,such as the level of urban economic development,the scale of financial development of prefecture level cities,and the per capita GDP of prefecture level cities,Then a gradual double difference model is constructed to analyze the impact of the pilot policy of information consumption on the employment rate.The regression results show that the implementation of the pilot policy has significantly increased the employment in China,and the results of the placebo test and PSMDID both prove the significance of the regression results.Using the intermediary effect test to analyze the impact mechanism and path of the pilot information consumption policy on the employment rate.Based on the above conclusions,this document proposes the following policy recommendations:(1)Strengthen the market environment.Create a fully competitive market environment and guide the integrated development of information industry,service industry and manufacturing industry.The government should further relax the regulation,moderately reduce the market access threshold of the information industry and various sub industries,relax the market access restrictions of new products and new formats,and ensure the market strategic environment for the integrated development of the information industry,manufacturing industry and service industry.(2)Actively develop a diversified pattern.Determine different and specific policies according to different urban development conditions,including information consumption development mode,development scale and key development direction.Cities in the eastern and western regions should act separately to narrow the "gap" in informatization and Internet technology.(3)We will ensure a flexible employment system.Formulate employment management measures applicable to new business types to prevent employment risks.Specifically,we can establish a regular monitoring,evaluation and governance system from such issues as the identification of flexible employees,labor remuneration,social insurance,rest and vacation,collective negotiation and labor rights protection. |
