Research On The Evolution Of The Communist Party Of China’s Private Higher Education Policy Since Reform And Opening Up

Nowadays,the development of private higher education has become an important part of higher education in China,meet the people’s growing demand for higher education,cultivate high-level talents for the society,realize the modernization of education in our country,etc.,have an irreplaceable positive role.This paper aims to provide a certain reference for the development of private higher education policy in the future,focusing on the four stages before reform and opening up,the early stage of reform and opening up,deepening reform and opening up,and entering the new era,and briefly and comprehensively outline the main clues of the historical evolution of the CPC private higher education policy Process,the main content and its results,and in view of the current existing problems,put forward a number of solutions.First of all,the private education in China has a long history and has a long history of ancient development.In modern times,the missionary university founded and operated by foreign missionaries and the self-run university founded by the educational pioneers among the Chinese people became the two major branches of the private universities in modern China.During the period of the new democratic revolution,when the Party took over the city at the end of the Liberation War,the Communist Party of China adopted the transitional policy of "maintaining the status quo,ensuring teaching order,stopping giving reactionary political courses and gradually transforming" when dealing with the problems of private universities in various cities.This can be regarded as the early origin of the private higher education policy in new China.In the early days of the founding of new China,The Party has implemented the policy of "protecting and maintaining,strengthening leadership and gradually transforming" for the private universities,and incorporated the private universities into the national higher education management system.However,in 1952,the party carried out a large-scale "departmental adjustment" of national institutions and universities,resulting in private universities temporarily disappeared from China’s higher education in the next 20 years.Secondly,after the third Plenary Session of the 11 th CPC Central Committee,China has entered the era of reform and opening up.The party and the government have increasingly loosened their attitude towards private higher education and adopted a cautious support attitude.After Deng Xiaoping’s "Southern Talk" in 1992,private higher education has developed rapidly,the party and the government’s private higher education policies have been continuously adjusted,and the support for private higher education has been continuously improved.In particular,the introduction of the Law of the People’s Republic of China on Promoting Private Education in 2002 reflects the increasing maturity of private higher education policies in China.In the past decade of entering the new era,the Party and the government have continued to create a new private high And other education management,constantly improve and enrich the existing private higher education policy system and legal system,and constantly promote the standardized,healthy and scientific development of private higher education in the new era.Finally,after examining the current situation of private higher education and the related management system,it can be seen that there are still some urgent problems to be solved in the private higher education policy in China.In the future work,the Party and the state must continue to strengthen the party building work of private colleges and universities,diversified increase of private higher education funds,promote private colleges and universities to participate in the "double first-class" construction,and further improve their classified management,so as to improve and supplement the content of China’s private higher education policy.
